Schedule C Projects generally include the construction <strong>of</strong> new facilities and major<br />

expansions to existing facilities. These projects proceed through the environmental<br />

assessment planning process outlined in the Class EA.<br />

By following this approach, a Municipality can avoid undertaking phases 1 and 2 for each<br />

individual improvement.<br />

Master Plan Requirements under the Class EA<br />

The Class EA Master Plan process requires a minimum <strong>of</strong> three points <strong>of</strong> contact with the<br />

public, stakeholders and government agencies during the <strong>Study</strong>. The first point <strong>of</strong> contact is<br />

simply a notification <strong>of</strong> study commencement that introduces the study; supplies contact<br />

information, and provides the opportunity for the public, stakeholders and government<br />

agencies to provide input or ask to be included on a project contact list. A database is<br />

typically developed to track those who have asked to be included on the project contact list<br />

so they can be contacted directly regarding study events or findings. The second point <strong>of</strong><br />

contact is through a public information center (PIC #1) intended to present the problem /<br />

opportunity, and alternative planning solutions. The third point <strong>of</strong> contact is again through a<br />

public information center (PIC #2) where the recommended planning solution is presented.<br />

Upon completion, the Class EA Master Plan <strong>Report</strong> is typically filed for public review and a<br />

notice <strong>of</strong> study completion is published, following which begins a 30-day review period.<br />

As this <strong>Transportation</strong> <strong>Study</strong> is being completed in support <strong>of</strong> the new Official Plan, a more<br />

streamlined approvals process is followed because any objections / concerns with either the<br />

<strong>Transportation</strong> <strong>Study</strong> or the new Official Plan through a formal appeal would be dealt with at<br />

one Ontario Municipal Board hearing rather than separately by the Minister <strong>of</strong> the<br />

Environment (<strong>Transportation</strong> <strong>Study</strong>) and the Ontario Municipal Board (new Official Plan).<br />

Once the new Official Plan is approved, the Municipality can proceed with all identified<br />

Schedule B projects and Schedule C projects (subject to the completion <strong>of</strong> Phases 3 and 4 <strong>of</strong><br />

the Class EA process without having to repeat Phase 1 and 2 for each project).<br />

Illustrated in Figure 1.4.1, is the Class EA process.<br />
