Improvements to the road network consist <strong>of</strong> network improvements, localized<br />

improvements, and operational improvements. Network improvements are major<br />

improvements such as new roads and/or road widenings that significantly add capacity and<br />

improve the operations <strong>of</strong> the overall road network. Localized improvements are intended to<br />

address specific areas <strong>of</strong> congestion. By addressing site-specific issues, these localized<br />

improvements, also, to some degree, provide relief to the road network. These localized<br />

improvements can be in the form <strong>of</strong> either physical improvements (e.g. turning lanes, short<br />

roadway links) or operational improvements (e.g. signal optimization).<br />

In addition to physical and operational improvements, it is necessary to have policies that<br />

effectively address transportation issues. These could be in the form <strong>of</strong> land use policies<br />

such as promotion <strong>of</strong> the self-containment <strong>of</strong> communities through an appropriate mix <strong>of</strong><br />

employment and population or encouragement <strong>of</strong> certain land uses. In addition, there could<br />

be policies related to specific modes, such as designation and access control policies for<br />

roads, regulatory policies for trucking, and incentive policies to increase the use <strong>of</strong> the transit<br />

system and bicycles.<br />
