Preservation <strong>of</strong> Existing Roads<br />
The most basic building block for a comprehensive transportation plan is preservation <strong>of</strong> the<br />
existing road network before any new expansion projects are contemplated. It would be<br />
counter productive if the road network were to be expanded at the cost <strong>of</strong> not preserving and<br />
maintaining the existing road network. Once the existing road network is maintained at a<br />
desirable level, other improvements can then be made.<br />
<strong>Greater</strong> <strong>Sudbury</strong> has already planned a number <strong>of</strong> road improvements, and has included<br />
these in its capital program. Following preservation <strong>of</strong> the existing road network,<br />
implementation <strong>of</strong> these planned/committed improvements becomes a priority. These<br />
improvements have been listed in Section 5.4<br />
As noted in Section 3.5, a significant portion <strong>of</strong> travel is made using modes other than the<br />
auto. It is extremely important to at least maintain, and possibly improve the current modal<br />
share by non-auto modes. This may require making these modes more attractive through<br />
physical improvements such as expanding the transit or bicycle network, or by implementing<br />
policies that promote these non-auto modes.<br />
