6. TRANSPORTATION STRATEGY<br />

This chapter presents various options to address the transportation challenges in <strong>Greater</strong><br />

<strong>Sudbury</strong>, the evaluation <strong>of</strong> these options, and the major building blocks that have been used<br />

to facilitate implementation <strong>of</strong> the recommended option.<br />

6.1. Evaluation <strong>of</strong> Options<br />

As indicated in previous chapters, <strong>Greater</strong> <strong>Sudbury</strong> faces a number <strong>of</strong> transportation<br />

challenges. To address these challenges, the following options have been considered:<br />

1. Do Nothing:<br />

While the “Do-Nothing” option is the least expensive, it does not address congestion,<br />

safety, or other transportation related issues. By not addressing congestion, safety, or<br />

other transportation related issues, there would be a serious, negative impact on the<br />

<strong>City</strong>’s socio-economic objectives, and the quality <strong>of</strong> life for its citizens would be adversely<br />

affected. Accordingly, this option is not viable, and is therefore rejected.<br />

2. Improve the <strong>Transportation</strong> System through Increased use <strong>of</strong> Transit Systems,<br />

Ridesharing, Bicycling and Walking:<br />

By implementing this option, congestion, safety, and other transportation related issues<br />

would be addressed through the increased use <strong>of</strong> transit systems, ridesharing, bicycling<br />

and walking. No improvements to the existing road network would be made. From a<br />

social, cultural and natural environment perspective, it is a desirable option, however,<br />

given the current modal share by transit systems, ridesharing, bicycling and walking,<br />

congestion, safety, and other transportation related issues would not be fully addressed.<br />

Therefore the implementation <strong>of</strong> this option would have a negative result similar to the<br />

“Do-Nothing” alternative but to a lesser degree. Hence, this option was not selected for<br />

further consideration.<br />

3. Improve the <strong>Transportation</strong> System through Betterment <strong>of</strong> both the Road Network and<br />

Increased use <strong>of</strong> Transit Systems, Ridesharing, Bicycling and Walking:<br />

By implementing this alternative, the transportation system would be improved through<br />

the betterment <strong>of</strong> both the road network and the increased use <strong>of</strong> transit systems,<br />

ridesharing, bicycling and walking. It addresses all travel modes; is compatible with<br />

community values; and provides real transportation choices for the citizens <strong>of</strong> <strong>Greater</strong><br />

<strong>Sudbury</strong>. Therefore this option is recommended for further consideration.<br />

6.2. Building Blocks<br />

The major building blocks that will be used to facilitate implementation <strong>of</strong> the recommended<br />

option are shown in the following figure. It is to be noted that each <strong>of</strong> these elements are<br />

crucial and together provide an effective means to address congestion, safety, and other<br />

transportation related issues.<br />
