<strong>VetSEd</strong> Eligibility Criteria<br />

<strong>Veteran</strong>s who are eligible for VHA benefits including Post 9/11 GI Bill benefits<br />

<strong>Veteran</strong>s with a mental health diagnosis (including depression, anxiety, bipolar<br />

disorder), co-occurring substance use disorder (alcohol/drug abuse or<br />

dependences), and/or trauma history (Post Traumatic Stress Disorder)<br />

<strong>Veteran</strong>s with a functional impairment resulting from a mental health condition<br />

that impairs the ability to succeed in the school setting (e.g., difficulties in<br />

concentration, memory, decision making, controlling impulses, or staying on task)<br />

<strong>Veteran</strong>s who have a goal to return to school<br />

<strong>VetSEd</strong> is not designed to assist <strong>Veteran</strong>s with active psychosis or those <strong>Veteran</strong>s who<br />

require hospitalization for acute symptoms or detoxification. We have narrowed our<br />

scope to Post 9/11 <strong>Veteran</strong>s at this time given the influx of returning <strong>Veteran</strong>s from the<br />

OIF/OEF/OND conflicts. Implementing <strong>VetSEd</strong> initially among this population will<br />

allow us to identify additional areas of programmatic concern, modify the approach and<br />

pilot test among <strong>Veteran</strong>s from other service eras who also have educational goals in<br />

addition to the presence of mental illness/functional limitation.<br />

IV.<br />

A VETERAN’S HEALTH ADMINISTRATION SERVICE<br />

While education supports can be provided by colleges and by the community, we believe<br />

that <strong>VetSEd</strong> is optimally located in one of the clinical services of the <strong>Veteran</strong>s Health<br />

Administration. Specifically, this population needs support services that are directly<br />

integrated with a clinical mental health team. This is best met by the <strong>Veteran</strong>s Health<br />

Administration. Also, the VHA has experience with supported employment, the ―sister‖<br />

service of supported education.<br />

Although we choose to place <strong>VetSEd</strong> within the VHA broadly, there can be overlap with<br />

the mission of other VHA and VBA services and initiatives and so the consideration for a<br />

―home‖ for <strong>VetSEd</strong> is complex. Refer to Appendix J for a discussion of the options for<br />

the location of <strong>VetSEd</strong>.<br />
