III. Skill Standard:<br />
Factories should make their own<br />
standards of skill, but a competent<br />
assistant mechanic should have some<br />
engineering knowledge and be able to<br />
understand the construction, working<br />

in one or more sections of a spinning<br />
mill.<br />
IV. Trade Tests:<br />

drawing.<br />
