The Fire Salvage Harvesting Prescriptions apply to burnt areas up to 3 years after a<br />

fire event. Conditions applied to approved coupes, in conjunction with the Fire<br />

Salvage Harvesting Prescriptions 2009 constitute the ‘Special Plans’ required by the<br />

Code.<br />

The 2009 prescriptions were issued on the 6 October 2009 and commenced on 6<br />

October 2009. The prescriptions replace the Fire Salvage Harvesting Prescriptions,<br />

Revision 2.0, previously issued 3 March 2008. Additional revision history can be found<br />

in Appendix 2 of the current prescriptions.<br />

3.7.2 Management Procedures for Timber Harvesting, Roading and Regeneration<br />

in Victoria’s State Forests 2009 (as amended)<br />

The Management Procedures provide additional guidance to DSE and <strong>VicForests</strong> staff<br />

in meeting the requirements of the Code, and specify environmental and operational<br />

requirements additional to those of the Code.<br />

The objectives of the Management Procedures are to:<br />

• Standardise, where appropriate, the management of timber harvesting operations<br />

and associated activities in all Victorian State forests;<br />

• Provide instruction on operational and administrative procedures;<br />

• Form part of the regulatory framework for timber harvesting operations and<br />

associated activities;<br />

• Provide a framework for consistent administrative arrangements between DSE<br />

and <strong>VicForests</strong> at an operation level; and<br />

• Provide a framework for <strong>VicForests</strong> and DSE to prepare subsidiary operational<br />

procedures for staff, contractors and timber harvesting operators.<br />

The 2009 procedures were issued on the 12 October 2009 and commenced on 19<br />

October 2009. The procedures replace the Management Procedures for timber<br />

harvesting operations and associated activities in State forests in Victoria, previously<br />

issued October 2007.<br />

3.7.3 Coupe Finalisation Procedures<br />

The Coupe Finalisation Procedures (CFPs) describe the process by which DSE will<br />

resume full management responsibility of coupes following the completion of timber<br />

harvesting operations, rehabilitation and regeneration activities. The CFPs are only<br />

relevant to coupes harvested by <strong>VicForests</strong>.<br />

The CFPs set out:<br />

• Minimum regeneration and rehabilitation standards for even aged and uneven<br />

aged coupes harvested after 31 July 2004 and thinned coupes of ash or mixed<br />

species;<br />
