It should be noted that the FAP is not intended to substitute for controlling individual<br />

harvester performance. This is provided for under the existing Timber Harvesting<br />

Operator Licence System, established under the Act and the subordinate regulations.<br />

5.2.2 <strong>Module</strong>s 3, 4, 6 and 7<br />

It should be noted that the methodology outlined above does not directly correspond<br />

with the remaining modules given the risk assessment will be at a broad or strategic<br />

level. The Environmental Impact Assessment tool discussed in Section 5.2.1 is not<br />

designed to assess the extent, duration or context of planning breaches addressed in<br />

the coupe planning, wood utilisation planning or planning of area exclusions and<br />

boundaries for flora and fauna focus areas of the audit.<br />

In this situation, where a potential non-compliance has been identified, assessment of<br />

risk may also adopt the following classification strategy:<br />

• Severe: poses a severe threat to human life, or irreversible or extensive impact<br />

to the environment.<br />

• Major: poses a potential threat to human life, or significant impact to the<br />

environment.<br />

• Moderate: poses a moderate impact to the environment.<br />

• Minor: poses a minor impact to the environment, however further risk reduction<br />

opportunities exist.<br />

• Negligible: poses no impact to the environment and/or provides for continuous<br />

improvement.<br />
