Organization Profile
Turkey's official development assistance is taking off. The Turkish Cooperation and Development Agency (TIKA), which executes and
coordinates Turkey's international development assistance, has been going through some radical changes. Established in 1992 in response to
the disintegration of the Soviet Union, TIKA aims to extend development assistance to neighboring countries and other developing countries.
The Turkish International Cooperation and Development Agency (TIKA) is the Turkish Government’s Development Cooperation Agency.
TIKA has coordination offices in 22 countries and operates in many countries across Africa, Asia and Europe, delivering development
assistance to partner countries through its projects and activities.
Roles and Responsibilities
The roles and responsibilities of TIKA include:
1. Providing economic, commercial, technical, social, cultural and educational cooperation to developing countries via projects aimed
at assisting the development of these countries.
2. Defining economic, commercial, technical, social, cultural and educational cooperation and assistance areas by taking into
consideration the development objectives and needs of developing nations and developing the required projects or securing the development
of these projects by private sector organizations.
3. Establishment of government organizations in developing countries, preparation of legislation, placement of civil servants,
provision of assistance required during the transition to a free-market economy in the areas of banking, insurance, international trade, finance
and taxation, deployment of experts to these countries, provision of work experience and education to employees from these countries as well
as undertaking coordination required for the allocation of grants to these employees.
4. Undertaking the required organization for overseas cooperation programs in the areas of education and culture in cooperation and
coordination with Turkish Cultural Centers.
5. Providing cooperation to other Non-Governmental Organizations in line with TIKA’s main roles and responsibilities.
TIKA was formed on the basis of providing development assistance foremost to developing countries where Turkish is spoken and countries
that border Turkey as well as improving cooperation through projects and programs in economic, commercial, technical, social, cultural and
educational arenas.
• Defining development needs and targets as well as possible areas of cooperation and assistance while taking into consideration our
nation’s priorities,
• Preparing required programs and projects or facilitating preparation by private sector organizations,
• Improving economic, commercial, technical, social, cultural and educational cooperation through projects and programs,
• Strengthening independent government bodies; and
• Supporting efforts to transition to a market economy.
TIKA implements projects within a framework of improving cooperation and assuring development support and humanitarian aid through:
• Establishing corporate structures in all sectors,
• Enhancement of agriculture and animal husbandry,
• Infrastructure improvement,
• Social development and improvement of living standards,
• Providing vocational training and employment,
• Protecting monuments of joint heritage and culture,
• Improvement of cultural relation,
• Enabling familiarization by providing information as well as introduction and publishing activities; and
• Assisting in the teaching of the Turkish language as part of capacity development.
Vision
TIKA’s vision is to be a reputable leader in its field and constantly remain a peak Development Cooperation Agency in line with world
standards by revising its targets according to changing world conjuncture.
Within this framework, TIKA has adopted:
• Creating a climate conducive to peace and cooperation by implementing projects that embrace all segments and ‘Improve Regional
Cooperation,’
• Providing partial relief by implementing projects that foremost solve humanitarian problems in underdeveloped countries (E.g.
Africa, the Middle East etc.) and creating scope for cooperation by providing ‘Development Aid’ in these regions,
• Implementing macro-projects in regions that are developed to some degree (such as Eastern Europe and Central Asia) to maximize
cooperation opportunities and attaining system compatibility through a ‘Joint Global Understanding for Development’; and
• Facilitating the ease of Global Cooperation by carrying the values and elements of cultural geography to universal dimensions.
