Organization Profile
The German Development Service (DED) is one of the leading European development services for personnel cooperation. It was founded in
1963 and since then more than 15.000 development workers have committed themselves to improve the living conditions of people in Africa,
Asia and Latin America. Almost 1.000 development workers are currently working in approximately 40 countries.
The projects that the DED supports in developing countries are organized according to fields of cooperation: training in technical skills and
trade, agriculture, forestry and natural resources management, health, general education, building and housing development, community
development, small businesses, management and administration.
DED maintains offices in the host countries, generally in the capital. They are run by a resident representative field directors who represent
the DED vis-a-vis local partners and supervise DED programs in these countries.
Past and Current Programmes
The following key areas of activity are thereby relevant:
• primary vocational training
• in-service training and adult education
• pilot projects for advisory services to small and medium-seized enterprises and for management
• promotion of the agricultural economy including the components:
• small and medium-sized enterprises
• associations and federations
• microfinance
• pilot approaches to support the lower administrative levels as well as eco-tourism
Current Programme in Tajikistan
1. Promotion of Sustainable Land Use in Gorno Badakshan
Pilot project in the framework of the project: Combat Desertification in Central Asia
Partners of cooperation: Land-Use Committee of Gorno-Badakhshan Autonomous Region, GTZ
The main goal is to improve the living conditions of local population by promoting a sustainable management of natural resources.
2. Promotion of private small and medium enterprises through the establishment of an “Enterprise Development Unit” and a
“Business Development Center”
In the framework of the project: Integrated Regional Rural Development of Aga Khan Foundation
Partner of cooperation: Mountain Societies Development Support Programme (MSDSP) of Aga Khan Foundation
The main aim of supporting enterprises is to create jobs and encourage vulnerable groups to start a business.
3. Implementation of infrastructure rehabilitation
In the framework of the project: Support of the UNDP Communities Programme
Partners of cooperation: UNDP
The main focus is the implementation of infrastructure rehabilitations as well as the implementation of water engineering and melioration
projects in the rural areas.
4. Promotion of Adult Education
Partner of cooperation: Ministry of Labor and Social Security, Institute for International Education of the German Association of National
Universities (dvv international)
In-service as well as basic vocational training needs well structured teaching curricula to make the training comprehensive, up-to-date and
high-quality. Therefore a well-suited approach of specialists of theory and practice is essential to hand down relevant knowledge on the
development of curricula to disseminators.
5. Supporting the micro finance association AMFOT in the Sughd region
In the framework of the project: Strengthening the micro finance sector in the Republic of Tajikistan as a contribution to the development of
market-economic structures.
Partner of cooperation: Association of Microfinance Organizations of Tajikistan (AMFOT), GTZ
Improvement of the professional micro-finance service provision by establishing a local branch of AMFOT in the Northern Part of Tajikistan.
6. Promotion of Small and Medium-sized Enterprises in rural areas of Tajikistan
