TO SUPPORT CONDITIONS CONDUCIVE TO SUSTAINABLE ECONOMIC DEVELOPMENT IN THE PRIVATE SECTOR WITH
THE INVOLVEMENT OF THE PUBLIC SECTOR by improving the capacity of unemployed women, youth and returning migrants to start
small businesses or find employment at home or abroad and promoting good governance in the Public Sector.
TO ENHANCE TAJIKISTAN'S ABILITY TO COMPETE IN THE WORLD MARKET by promoting community-level trade between
neighboring countries.
5. Programme "Promoting Democratization in Tajikistan"
TO ASSIST TAJIKISTAN TO DEVELOP A CONSOLIDATED AND COMPREHENSIVE JUSTICE SECTOR REFORM STRATEGY by
imrpving access to justice for the general public and civil society have improved access to justice as well as their capability to address human
rights issues; support the implementation of Parliamentary Resolution No. 533 on Penitentiary Reform.
TO PROMOTE HUMAN RIGHTS EDUCATION AND KNOWLEDGE OF INTERNATIONAL HUMAN RIGHTS STANDARDS,
COVENANTS, AND TREATIES BY GOVERNMENT OFFICIALS, CIVIL SOCIETY, AND CITIZENS-AT-LARGE IN TAJIKISTAN -
Increased awareness of human rights principles by a wide spectrum of the population, including relevant Government institutions, civil
society, and ordinary citizens.
TO ASSIST THE GOVERNMENT OF TAJIKISTAN TO CONDUCT FREE AND FAIR ELECTIONS IN LINE WITH ITS
INTERNATIONAL COMMITMENTS - Improvement in knowledge of Government workers and civil society members on internationally
recognized election systems and democratization principles.
6. Programme "Fostering Democratization of Media"
TO PROMOTE PLURALISTIC, FREE, INDEPENDENT AND COMPETITIVE MEDIA by improving access to information; strengthening
capacity of national stakeholders to develop a modern media policy and functional legislative framework; enhancing professional standards
and working conditions of journalists.
7. Programme "Gender Awareness and Equality"
TO SUPPORT NATIONAL AUTHORITIES TO FULFIL THEIR INTERNATIONAL OBLIGATIONS AND COMMITMENTS IN THE
SPHERE OF GENDER EQUALITY by strengthening the capacity of government institutions to mainstream gender into their planning,
policy-making and work;
TO SUPPORT CIVIL SOCIETY TO RAISE THE AWARENESS OF THE LOCAL COMMUNITIES ON WOMEN RIGHTS, GENDER-
BASED VIOLENCE SO TO EXPAND WOMEN'S OPPORTUNITIES TO PARTICIPATE IN PUBLIC LIFE AND DECISION-MAKING
AT LOCAL LEVEL by reinforcing the ability of civil society actors working on women rights to address gender inequality and gender-based
violence;
TO ASSIST THE NATIONAL AUTHORITIES AND CIVIL SOCIETY TO FULFIL THEIR INTERNATIONAL OBLIGATIONS AND
COMMITMENTS TO COMBAT HUMAN TRAFFICKING AS OUTLINED BY THE OSCE ACTION PLAN TO COMBAT HUMAN
TRAFFICKING by promoting co-ordination and reinforcing responsiveness of relevant institutions working in the field of prevention,
protection and prosecution in the field of combating trafficking in human beings.
