On the other hand, the SCI should represent the interests of line ministries and agencies in its
relations with Development Partners on the issues of rendering external assistance, facilitating
promotion of the proposed projects, finding sources of financing and conducting joint monitoring
of their implementation.
The new stage of improving interaction of the SCI with ministries and agencies is connected
with development of sector coordination of foreign aid which will allow increasing the amounts,
improving effectiveness and purposefulness of foreign aid use for more successful
implementation of strategic programs of sector development.
Recently sufficient experience has been gained on sectoral coordination of foreign aid in priority
economic sectors of Tajikistan: health care, education, social sphere etc.
Presently the SCI takes measures to expand the spheres of sectoral coordination. As it is known,
one of priority directions of reform extension in the Republic of Tajikistan is private sector
development and support. To jointly address the challenges of this sphere related to coordination
activities of all parties concerned, both national and international organizations, it is
acknowledged advisable to create coordination structure aimed to support and develop private
entrepreneurship in the Republic of Tajikistan. Jointly with representation of the International
Finance Corporation in the Republic of Tajikistan and with support of all parties concerned, the
SCI takes measures on creation of the Coordination Secretariat on improving business
environment in Tajikistan.
Interaction with Local Bodies, Regional Coordination
According to the process of improving the management structure of central authorities, definite
changes were made in the structure of management bodies of administrative-territorial units:
regions, cities and rayons. Thus, on regional level there were created Investments and State
Property Management Departments which are to facilitate implementation of functions of the
State Committee on Investments and State Property Management of the Republic of Tajikistan
on the regional level.
Being regional management bodies, these Departments are functionally subordinate SCI bodies.
The regional Investments and State Property Management Department includes three divisions:
- Investments;
- Entrepreneurship support;
- State Property Management.
Foreign aid activities coordination of parties concerned on the regional level is carried out by the
Investments Division of the Investments and State Property Management Department.
Regional Investments Divisions establish contacts with international organizations involved in
this sphere. They conduct meetings with the heads of these international organizations to discuss
coordination of the process of attracting and using foreign aid in the corresponding region. In
cooperation with other agencies concerned the Investments Division implements the work on
defining the needs of the region in external resources for implementation of projects and
programs directed to poverty reduction and economic development in the region.
Thus, under preparation of the Program of Public Investments, Grants and Technical Assistance
for 2008-2010, the regional Investments Divisions conducted activities on forming a package of
project proposals. For this purpose, the regional Investments Divisions took measures for
preparation of project proposals by rayon Hukumats and other organizations concerned, for their
assessment and selection. By results of these activities, the regional Hukumats submitted
