Oxfam Great Britain in Tajikistan is a part of Oxfam in Middle East region, Eastern Europe and Commonwealth of Independent States.
Tajikistan is the new country programme and accordingly is a first in Central Asia region.Oxfam works for development the programmes,
implementation of which, assuredly, will be incentive to capacity building for strengthening the poverty alleviation process in country. Main
Oxfam programmes are: · Sustainable Livelihoods, which includes: food security, land access extension, crops diversification, etc;· Public
Health, this is programme for ensuring of basic right of people on drinking water. This is also included improved sanitation facilities and
promotion of best practice in hygiene through health education; · “Support of Civil Society Development”.Emergency Preparedness
Response. One of the key area associate all four main programmes is gender equality.
Past and Current Programmes
Profile: Oxfam GB in Tajikistan
The main programme components, introduced in East Khatlon (in Temurmalik, Vose and Kulyab districts) in this direction are:
Livelihood & Food Security Programme
Creation and establishment of local community committees;· Increase and development of manifolds and crop yield from kitchen gardening;·
Land rehabilitation through drainage cleaning and construction and rehabilitation of small-scale irrigation water systems;· Market strategy
reinforcement;· To create conditions, under which assistance would be rendered in getting exact and timely information on present legal
development on land receipt from the poor population, taking into account a gender-right access to the land;· Early warning system by
monitoring of community situation indicators. Total participants enrolled so far are 1600 from three districts of Khatlon region. As
demonstration, productivity enhancement of rain fed lands-farmers from Vose and Temurmalik districts were introduced with cultivation of
flax, safflower, melon and water melon, sesame, flax, wheat and peas in a slope area. Livelihood programme established 10 Community
Based Organisations (CBOs) and it is actively tracking the institutional development of CBOs, through a tool for CBO growth monitoring
system that has been developed by the project team. This process also helps to reinforce Oxfam values: transparency, accountability, cost
effectiveness, making difference and collaboration in to the CBO culture. 6 CBOs successfully qualified for legal registrations that were
accordingly registered. Registration of CBOs is a step towards handover of the programme to the local community and some of them have
started developing independent project, some of them are getting involved in public health activities and some of them are actively supporting
policy and advocacy activities launched by Oxfam. One of the approaches of self-helping and feeling ownership is a creation of community
funds through people’s contribution. Khazina or Community fund created through people’s contribution in cash or kind, hence totally owned
by the community. 11 Community Social projects have been supported from the project in 13 targeted livelihood villages: 4 transformers
installed in four villages, 1 school partly rehabilitated, 2 roads rehabilitated, 3 latrines build in public institutions, 1 irrigation scheme built.
Market feasibility study was conducted by 2 independent consultants, report produces and will be disseminated. 3 Advisory and Information
were set up in Vose and Temurmalik districts covering also one village in Kulyab district. Centres provide extension and advisory services to
local farmers. 9 staff engaged to run centres (agronomists, veterinary specialist and gender advisors). Local NGO Partners: NGO “Durandesh”
former CBO of Larkhobi village successfully implemented a project to support 184 disabled people of psycho neurological nursing home in
Vose district with farm and off farm activities such as agriculture, livestock, poultry and bee keeping development. NGO “Hamkori Bahri
Taraquiyot” (HBT) is specialised in rural livelihoods projects, particularly in the field of seed multiplication. HBT has been working with
OGB on a livelihoods project in the Khatlon region aiming to increase food security of 10 poor rural communities through creating
sustainable access to inputs, with specific focus on vegetable seeds. Livestock project was implemented in partnership with 6 Oxfam GB
Livelihood CBOs who are registared as a Social Association. 426 households supported with livestock 679 caws and small cattle; Project
beneficiaries already started to perceive importance of timely vaccination of animals and pay more attention on livestock health care.
Public Health Promotion & Engineering Programme
Water, Sanitation and Public Health Programme in Tajikistan is now moving into its sixth year. In the first year (2002 - 3) projects were
undertaken in Beshkent and Temurmalik districts. Mainly with the focus on shallow wells fitted with hand pumps. In the second year (2003 -
4) the programme expanded to Temurmalik and Vose districts and has undertaken rehabilitation of pump stations, gravity supply systems, and
distribution systems and constructed a river protection embankment. In the third year (2004 - 5) the programme is undertaking rehabilitation
of boreholes with electro submersible pumps and gravity supply systems. Our programme work extended to Temurmalik, Vose, Kulyab and
Muminabad districts. 60,000 people in 45 villages benefited from this work. It has also started to develop Community Development
Committees and Water and/or Public Health Committees and to support them in developing systems for collecting a contribution fund. In
parallel Oxfam GB has been undertaking a range of policy work in the water sector in Tajikistan, mainly through local NGOs. We are
rehabilitating existing water pumping systems; building or rehabilitating latrines at schools and medical centres; and providing public health
education to the community. The aim is to improve the health and living conditions of the rural population by reducing the incidence of waterborne
diseases. Oxfam is helping communities to form their own Community Based Organisations (CBOs) that are responsible for looking
after and maintaining the water facilities provided by Oxfam e.g. tap stands, wells or latrines. Women are actively encouraged to be involved
in the committees, as they are often the ones responsible for water collection. The CBOs collect small sums of money from each household to
cover the costs of operating and maintaining the water systems. Health and hygiene messages are delivered through community-based
