DEVELOPMENT PARTNER PROFILE
Small business, agribusiness and migrants resource centres are consolidated to provide wide range of employment services; Assistance is
provided to the new anti-corruption agency on the prevention of corruption and money laundering; Training is provided for local authorities to
improve the local business environment; Resource Centres for Trans-border Transit Trade are established near major border crossings to
Afghanistan, Kyrgyzstan and China; Capacity building for customs officials is provided; Projects to facilitate cross-border, regional trade and
address transit and transport issues within Central Asia are developed and proposed to stakeholders.
5. Programme "Promoting Democratization in Tajikistan"
Assistance is provided for the establishment and capacity building of the Office of the Human Rights Ombudsman in Tajikistan; Proactive
crime prevention is promoted within the juvenile justice system; Detention conditions for prisoners is improved; An independent analysis of
the penal system is facilitated by the Centre; Updated and diverse human rights material are made available to all high schools and institutions
of higher learning engaged in the teaching of Human Rights as a subject of learning; Courses on Human Rights and International Public Law
are offered to students from regions of Tajikistan; Support is provided to the Central and Regional Election Commissions to implement free
and fair elections with participation of all legitimate political parties and independent candidates; Capacity building is provided for relevant
government officials and civil society members to prepare for election monitoring in Tajikistan and abroad
6. Programme "Fostering Democratization of Media in Tajikistan"
Technical support is provided to increase the outreach of media in Tajikistan and improve distribution system; Media business climate is
assessed and business opportunities as well as problems are identified; Cross border media is developed between Tajikistan and Afghanistan;
The legal framework for media is analyzed in support of the formulation of a modern media policy; A Media Development Monitoring
System is established; Technical support is provided for media professionals/Media Resource Centre; Trainings, experience exchange and
study tours for Tajik media professionals, young journalists and students of journalism are organized by the Centre; Discussions on ethical
and professional standards and media self-regulation mechanisms are facilitated.
7. Programme "Gender Awareness and Equality in Tajikistan"
Support is provided to establish gender equality enforcement and monitoring mechanisms in the legislative and executive sphere; Assistance
and technical guidance is provided to NGO implementing partners' staff working to fight gender-based violence and promote women's
empowerment at central and local level; Support and information on gender-based violence and women rights are provided to enable
economic and social empowerment of women; Technical assistance and support is provided to crisis and resource centres; Capacity Building
support provided for the improvement of the existing Anti-Trafficking National Referral Mechanism; Awareness is raised of a selected
segment of the population on the trafficking phenomena, ways of functioning of criminal rings, basic prevention measures and national policy
directions to combat human trafficking
Future Programming Direction
Future programming directions are set as long-term objectives in the Unified Budget, but they also can undergo yearly changes and
adjustments. Programme plans for the following budget year are drafted between April and August; the process has not yet started. Therefore
the future programming directions are, pending finalization of 2009 plans:
1. Programme "Fostering Political Dialogue and Security"
TO CONTRIBUTE TO THE ADVANCEMENT OF TAJIKISTAN'S COMMITMENTS ON POLITICAL PLURALISM AND POLITICAL
DIALOGUE by strengthening the capacity of government officials, civil society, religious communities and political parties to engage in
dialogue and to address issues potentially leading to violent extremism
TO SUPPORT TAJIKISTAN IN ADDRESSING NEW THREATS TO SECURITY by strengthening the government's capacity to implement
international agreements on combating terrorism.
2. Programme "SALW and CA, Mine Action, Anti-terrorism and other Security-erlated Activities
TO SUPPORT ENHANCED SECURITY SITUATION THROUGHOUT TAJIKISTAN by strengthening the capacity of power structures
and law enforcement agencies to manage stockpiles of SALW and conventional ammunition in a safe and secure manner throughout the
country; creating a sustainable national demining capacity; increasing the potential of the Verification Centre of the Ministry of Defence to
implement OSCE commitments on military co-operation and exchange of information; reinforcing the capacity of responsible agencies to
provide greater security on the country's borders.
3. Programme "Addressing Environmental Issues - Capacity-Building
TO ASSIST TAJIKISTAN IN THE DEVELOPMENT AND IMPLEMENTATION OF SUSTAINABLE ENVIRONMENTAL POLICIES
by increasing the capacity of Governmental institutions to draft national environmental sectoral strategies and legislation in line with ratified
multi-lateral agreements and international best practices; strengthen the host country's ability to address, on a regional level, water
management, desertification and land degradation issues; facilitate and support increased public participation of the local population,
particularly among youth, in the decision making process on environmental issues;
TO SUPPORT TAJIKISTAN IN EFFECTIVELY ADDRESSING THREATS TO ITS ENVIRONMENTAL SECURITY by increasing
access to environmental information for the general public, public participation in environmental decision-making processes and promote
access to justice on environmental matters; engaging rural communities in practical environmental activities.
4. Programme "Supporting Economic Development in Tajikistan"
