Organization Profile
KfW Entwicklungsbank carries out the Financial Cooperation (FC) with developing countries as well as countries in transition on behalf of
the German Federal Ministry for Economic Cooperation and Development (BMZ) and is committed to the primary goal of German
development cooperation, namely to sustainably improve the economic and social conditions of the people in its partner countries. Through
its FC it contributes to reducing poverty, protecting natural resources and securing peace worldwide.
Past and Current Programmes
Bilateral German Financial Cooperation with Tajikistan began in 2002. Since then, the German federal government has committed EUR 58,1
million under FC with which KfW finances investments and accompanying consulting services. Its first commitments were made in the
context of an emergency relief program which focused on the delivery of medical equipment for hospitals to help in the fight against
tuberculosis.
KfW Entwicklungsbank has also become engaged in the foundation of Tajikistan’s FirstMicroFinanceBank (FMFB). KfW is one of the
shareholders of FMFB and in addition provides refinancing credit lines and technical assistance to the bank. For the first time, professional
financial services are thus made available to micro entrepreneurs and private households.
In addition, a social investment program „Community fund for promotion of basic education and community infrastructure“ through the
National Social Investment Fund (NSIFT) has been started, which has also won the support of other donors. This fund provides financing
primarily for infrastructure measures in smaller communities. More than 50% of the allocated FC funds will be spent on building and
reconstruction of schools.
Future Programming Direction
The German and the Tajik governments agreed in 2004 that the priority for the future cooperation beginning from 2006 will be the health
sector. KfW Entwicklungsbank is thus in the preparatory process of further measures to improve the health situation in Tajikistan, aiming at
combating and controlling the spread of tuberculosis as well as improving mother and child health and emergency care.
Due to an increasingly critical situation, the German government committed funds in the energy sector, where the majority of the facilities are
in need of repair. At present, there is a feasibility study underway preparing the rehabilitation of the switch-yard 220 and 500 kV at the hydro
power plant Nurek.
The German federal government committed to allocate additional funds under FC for a second phase of the above mentioned program
„Community fund for promotion of basic education and community infrastructure“. All funds are envisaged to be spent for the financing of
the rehabilitation and construction of schools.
Furthermore, the engagement of the German Financial Cooperation in the financial sector to support SME and micro finance will be
continued.
