The Directory provides information on tasks and authorities of the central government body
responsible for coordination of foreign aid – State Committee on Investments and State Property
Management of the Republic of Tajikistan (SCI), being the main Partner of Donors and
international organizations in the sphere of providing and using foreign aid in the Republic of
Tajikistan. One of the main tasks of SCI is improving coordination of the process of attracting
and using foreign aid, developing regional and sector coordination, improving management of
loan portfolio of the Government of the Republic of Tajikistan.
Based on the Database information the directory provides summarized information on
participation of Development Partners in different sector and territorial projects to briefly inform
domestic and foreign organizations concerned about economic sectors and regions supported by
different Development Partners now. For descriptive reasons and better understanding the
information on the international organizations’ activities in sectors and regions is given as
matrix.
The Directory «Development Partner Profiles 2008-2009» was prepared under the UNDP
Technical Assistance Project «Support to Nationally Coordinate and Manage Aid».
The State Committee on Investments and State Property Management of the RT would like to
thank the UN Development Program in Tajikistan for their supporting the process of national
coordination of aid and assisting preparation of this directory.
We would like to express our sincere appreciation to all Development Partners for providing us
with the required information, their understanding and support of our efforts in preparation of
this edition and, that is more important, for the assistance in their development of Tajikistan.
II. METHODOLOGY OF PROFILE PREPARATION
Information Sources and Forms of Submission
The sources of information necessary for preparation of this guide serve Development Partners
which complete a standard form of organization profile and submit it to the SCI. The information
received in electronic format is entered into the SCI Database of Aid Coordination and Project
Monitoring System (ACPMS) to form the DPs’ profiles that are regularly updated upon receipt
of fresh data.
The standard data form of the Development Partner Profile captures information under three
main subheadings. The first section concerns general information about the organization (title,
address and contacts of the organization and its representation and also information about its
management and senior officials).
The second section has the following categories: a) Brief information (Profile) about the
organization; b) Past and Current Programs, c) Future Programming directions.
(а) Organization Profile provides brief information on the background of the Development
Partner, agency or subdivision of the Development Partner responsible for administrating
foreign aid coming to the Republic of Tajikistan.
This section provides the organizations of Tajikistan concerned with an opportunity to
identify the Development Partners to contact with for the required type of assistance, and
describes where it is necessary to address for such assistance and how to do it.
(b) Past and Current Programs provides a brief narrative on both complete and current
projects and programs including sector and type of the program (capital investment,
strengthening potential, loans or grants) and the total amount of the rendered assistance. This
information will provide both the organizations and the Development Partners concerned
