Organization Profile
CARE International has been working in Tajikistan since 1994, conducting emergency relief, rehabilitation and long term development
projects in 14 different districts. In 2007 it implemented interventions in the areas of relief emergencies, rehabilitation.and infrustructure
improvement, education, food security, basic and reproductive health, community civil society development, agriculture, climate change and
biodiversity protection, microfinance, potable water and irrigation systems, small income generation activities. CARE seeks in all its work
tolerance, opportunity, and social justice, when poverty has been overcome and people live in dignity and security. CARE’s mission in
Tajikistan is to work with poor and vulnerable populations in the country. Through integrated development programs implemented in
partnership with communities, local organizations and local government CARE seeks to strengthen the self-help capacity of communities to
work together for improved conditions.
Past and Current Programmes
The following is a brief overview of various program areas of CARE Tajikistan for 2007 reporting period.
Varzob Highland Foood Security Project (VHFS)
The VHFSP is an EC funded project has been implemented in three sub-districts of Varzob district. The beneficiaries included rural
households, villagers, small scale farmers, entrepreneurs and female headed households. The project goal was to help meet the food security
needs of its participants in three “jamoats” (sub-districts). CARE focused on food insecurity through: a) Sustainable increase of household
food security by raising agricultural production and productivity, improving food preservation and processing, and appropriate management
of natural resources; b) Sustainable increase in non-farming income through the expansion of income generating activities; c) Enhancing the
capacity of the target population to address development issues and to effectively participate in the planning and management of community
development projects. The project completed in June 2007.
Land Market Development and Tenure Reform in Tajikistan Project (LMDTRT):
As a subcontractor to Chemonics, CARE helps to strengthen the development of modern agricultural markets through more productive
ownership, use and management of farmland, and by facilitating the creation and development of an urban land market through effective land
management use and transactions. CARE provides support to public information campaigns and training activities to help educate rural
citizens on their rights as well as monitor farm reorganization and land distribution. The expected impact is - to increase awareness of rural
citizens about the ongoing land reform process, clarify farmer's legal rights, improve the land reform process and increase land tenure
security. CARE terminated its contract with Chemonics effective from July 15'07.
The Jilikul Food Security Project ( JFS):
This EC funded project operates in the Jilikul district of Khatlon region in southern Tajikistan and is improving food security through
improved access to food at the household level among poor and marginalized private collective « dehkan » farmer households. The project is
enhancing the capacity of the farmers in target communities to address development issues including community organization and planning,
land reform, land and farm management and rights. Improvement of land use and introduction of new farming technologies along with crop
diversification will lead to increase of agricultural productivity. The project also covers several other social networking areas such as gender,
human rights and environmental protection.
Development Assistance Program (DAP)
This USAID funded project is helping to decrease chronic food insecurity and vulnerability of households and communities in Tajikistan.
DAP is an integrated program working in the field of education, health and agriculture. It focuses on: a) increasing utilization of food through
the adoption of key maternal and child health and nutrition practices, b) improved sustainable availability of nutritious food in communities,
c) increased current levels of educational achievement as a means of reducing vulnerability to food security threats, d) distribution of
supplementary rations to pregnant, lactating and referral women. The project operates through a consortium of four international NGOs
(CARE is prime) in 12 districts.
The Sexual and Reproductive Health for Youth project (SRH).
This EC funded project is improving sexual and reproductive health in Tajikistan through better access and advocacy for sexual and
reproductive health services among youth. The specific objective is to improve the sexual and reproductive health of 350,000 youth between
the age of 10 and 24 years in Dushanbe city as well as Yovon and Vahdat districts. CARE’s efforts are focused on: a) Increased access to
youth-friendly clinics and counseling services, b) Increased individual knowledge, attitudes and key behaviors of youth on sexual and
reproductive health, c) Improved policy and social environment for youth sexual and reproductive health.
Participatory Rural Adaptation Pilot in Response to Climate Change (PRAPRCC)
This CIDA funded project has been implemented in three sub-districts/jamoats of Varzob district. The target beneficiaries include rural
households, villagers, small scale farmers and female headed households as well as small entrepreneurs and civil society organizations. The
