C. Wildlife<br />

The BLM shall:<br />

1. Prepare in cooperation wilh the U.S. fish and Wildlife Service and appropriate state<br />

agencies a recovery plan for any threatened or endangered plant and animal specie3 found<br />

occupying the WIPP withdrawal area to ensure its success and survival.<br />

2. Provide the DOE, within 3O-days <strong>of</strong> repo'" completion, a draft copy <strong>of</strong> the reeovery plan<br />

for review and comment. .<br />

3. Consult with the DOE to ensure that any range improvement developments (e.g.,<br />

installation <strong>of</strong> livestock watering units) will be designed to accommodate wildlife needs.<br />

4. Continue with the BLM and L'le DOE Interagency Agreement No. 1422G91().A2.Q016·<br />

Raptor Research and Management Pro&ram.<br />

D. Fire Management<br />

The BLM shall:<br />

1. Provide full (U'e-tighting support within the withdrawal area should the WIPP incident<br />

commander requ~"'. such support.<br />

2. Commit necessary additional tire suppression resources should local BLM tire suppression<br />

resources be insufficient. The additional resources to be committed will be negotiated<br />

based upon the severity and behavior <strong>of</strong> the fU'e.<br />

3. Negotiate with the DOE for monetary compensation required by the DOl for coJIUllitment<br />

01 fU'e-filhting resources within the withdrawal area on a case-by-ease basis.<br />

E. Mining and Gas and Oil Production<br />

The BLM shall:<br />

1. Forward applications for Permit to Onl. and mining and ~Iamation plans to die DOE<br />

within ten daYs <strong>of</strong>receipt·Ior review and comment in detennining issuanal <strong>of</strong> any drilling<br />

or mining pennit on federal lands within one mile <strong>of</strong> die wilhdrawal boIlndary. Drillin&<br />

or mining permits for d1is area will noc be issued by the BUd until DOE<br />

rec:onunendations have been received.<br />
