Planning Authority Reports<br />

5. All deliveries to the development are to be made via the Goldie<br />

Street frontage of the premises.<br />

6. No advertising signs other than those indicated in the<br />

development proposal are to be erected without the approval of<br />

the Director Development Services.<br />

7. No part of the sign hereby permitted is to be internally or<br />

externally illuminated.<br />

8. The use of this development is not to result in the generation of<br />

environmental harm or nuisance as defined in the Environmental<br />

Management and Pollution Control Act 1994.<br />

9. Erosion and sediment controls are to be installed for the duration<br />

of the construction phase so as to limit the loss of soils and other<br />

debris from the site.<br />

10. No material is to be deposited on the road.<br />

11. No damage is to be caused to the road, footpath or other facility.<br />

12. No materials, machinery or operational construction are to be<br />

located on the road, footpath, nature strip or road reservation.<br />

13. The footings of the development are to be constructed such that<br />

no additional loading is placed upon the <strong>Council</strong> stormwater<br />

drainage line that traverses the property. The developer is to<br />

ensure that access remains to inspection openings in the<br />

drainage line and be responsible for ensuring that the drainage<br />

line is maintained in a clear state so that normal stormwater<br />

flows are unimpeded. The footing and access design system is to<br />

be to the satisfaction of <strong>Council</strong>’s Director Engineering Services.<br />

14. The developer is to be responsible for the cost of connection of<br />

the development to the <strong>Council</strong> sewerage network.<br />

15. All costs associated with the proposed development are to be met<br />

by the Developer.<br />

2. Summary<br />

The proposal is for the construction of a Hydrotherapy Centre on land zoned<br />

as Business & Civic at 45 Goldie Street, <strong>Wynyard</strong>. The proposal involves the<br />

construction of a building to house a heated swimming pool, change rooms,<br />

spa, sauna, and a physiotherapist/masseuse consultant’s room.<br />
