Planning Authority Reports<br />

In this case the floor area is the greater. The comment on the increased<br />

availability of on street parking is accepted however, the cost of providing this<br />

should be covered by the cash in lieu contribution of the developer.<br />

The five (5) car parking spaces provided on site are for the existing retail<br />

outlet (3) and the existing residential dwelling (2). The site is unable to make<br />

provision for the seven (7) car parking spaces required for the proposed<br />

development. It is considered acceptable that the developer be required to<br />

make a cash in lieu contribution for all business car parking unable to be<br />

provided on site.<br />

A condition of approval is provided with this permit that prior to the<br />

commencement of the use the applicant is to pay to <strong>Council</strong> cash in lieu for car<br />

parking spaces not provided on site to the sum of $5,154. Calculation of<br />

Value of Cash in Lieu for the seven (7) retail spaces unable to be provided is<br />

as follows: Area of car parking spaces not provided = 100m 2 , divided by land<br />

area 776m 2 X $40,000 (unimproved capital value of land) = $5,154 cash in<br />

lieu requirement.<br />

19.0 Signs<br />

The development application details a sign – 1 metre high by 2 metres wide<br />

(2.0 square metres) – that is to be mounted above the awning on the building’s<br />

front façade facing Goldie Street. The sign is to state the business name,<br />

business nature and contact phone number, and is to be constructed from<br />

Colour Bond sheet metal in blue and white tones. The sign will not be<br />

illuminated either internally or externally.<br />

The following conditions form part of the permit:<br />

No advertising signs other than those indicated in the development<br />

proposal are to be erected without the approval of the Director<br />

Development Services.<br />

No part of the sign hereby permitted is be internally or externally<br />

illuminated.<br />

7. Risk<br />

The applicant or the representor may appeal the Planning Authority’s decision<br />

to the Resource Management and Planning Appeal Tribunal.<br />
