Arterial Roads (State Highways)<br />

Arterial roads, also maintained by the CTDOT, are intended to move a large number <strong>of</strong> vehicles from town to town and<br />

provide good accessibility to surrounding communities. In <strong>Colchester</strong>, this includes:<br />

• Route 16 Middletown Rd., Linwood Ave., Lebanon Ave. • Route 149 Westchester Road<br />

• Route 85 New London Rd., Main St., Broadway, and Amston Rd. • Route 354 Parum Rd., Deep River Rd.<br />

• Route 615 Old Hartford Road to exit 17 <strong>of</strong> Route 2 • Route 616 Norwich Avenue<br />

However, congestion results from the fact that “all roads lead to the Center.” With the increase in traffic volumes, this<br />

radial road pattern is ill-equipped to accommodate traffic demands and congestion is apparent. As <strong>Colchester</strong> and<br />

surrounding communities continue to grow, it can be expected that congestion will continue to increase.<br />

map <strong>of</strong> <strong>Colchester</strong> that there<br />

are a number <strong>of</strong> dead-end<br />

streets in the community.<br />

While some people favor culde-sacs,<br />

these dead end<br />

streets are sometimes<br />

criticized for increasing<br />

traffic and congestion on<br />

arterial and collector streets,<br />

delaying emergency access<br />

and response, and<br />

complicating the provision <strong>of</strong><br />

municipal services (snow<br />

plowing and school bus<br />

routes).<br />

The <strong>Colchester</strong> circulation system also includes a network <strong>of</strong> collector roads that are intended to collect traffic from local<br />

streets and abutting properties and direct it to arterial roads. These <strong>Town</strong> maintained roads include:<br />

Local Roads<br />

All <strong>of</strong> the other streets in <strong>Colchester</strong> would essentially fall into the classification <strong>of</strong> local roads and limited local roads.<br />

Local roads are intended to provide access to abutting properties with minor through traffic and limited local roads (dead<br />

end streets) are essentially dedicated to property access.<br />

In <strong>Colchester</strong>, these designations also include some unpaved roads. Unpaved roads can be a long-term maintenance issue<br />

and the <strong>Town</strong> should review each <strong>of</strong> these roads in terms <strong>of</strong> its contribution to overall circulation. While some roads may<br />

warrant improvement, other roads may be recommended for abandonment or discontinuance.<br />
