Multi-Family Locational<br />

Criteria<br />

1. Multi-family<br />

developments should:<br />

• be located in or near<br />

the <strong>Town</strong> Center.<br />

• be served by <strong>Town</strong><br />

water and sewer.<br />

• be located to provide<br />

a gradual transition in<br />

density or use to<br />

adjoining areas.<br />

• be designed to be<br />

compatible with the<br />

area proposed.<br />

• use appropriate<br />

topographic,<br />

vegetative, or other<br />

transitions to provide<br />

a buffer to adjacent<br />

uses and streets.<br />

2. Roadways serving the<br />

site should be capable <strong>of</strong><br />

safely and conveniently<br />

handling traffic<br />

generated by the<br />

development as well as<br />

provide easy and direct<br />

access to major<br />

thoroughfares serving<br />

<strong>Colchester</strong>.<br />

3. The site should be <strong>of</strong><br />

suitable size and terrain<br />

to establish an attractive<br />

and functional layout <strong>of</strong><br />

buildings and site<br />

improvements .<br />

PROGRAM<br />

Support Community Structure<br />

Although <strong>Colchester</strong> is not fully developed, the residential character <strong>of</strong> the community has clearly been established.<br />

<strong>Colchester</strong>’s residential zoning scheme should continue to recognize the prevailing development pattern <strong>of</strong>:<br />

• higher densities and diverse housing types in and near the <strong>Town</strong> Center where water and sewer are available,<br />

• predominantly single-family development in outlying areas, and<br />

• a reduction <strong>of</strong> density as the distance from the <strong>Town</strong> Center increases.<br />

For the most part, boundaries <strong>of</strong> the residential zoning districts appear generally reasonable given the soil types, terrain,<br />

infrastructure availability, and patterns <strong>of</strong> development. However, some changes are recommended in the watershed <strong>of</strong><br />

the Deep River Reservoir, a water supply source for Norwich and in the area <strong>of</strong> the outlying R-40 zones.<br />

Guide Multi-Family Development<br />

In terms <strong>of</strong> multi-family development, the Plan suggests that sites in and near the <strong>Town</strong> Center and serviced by public<br />

water and public sewer system are the best sites for multi-family development. However, not all multi-family<br />

developments are appropriate in <strong>Colchester</strong> and the Plan suggests that the most appropriate types <strong>of</strong> multi-family units for<br />

<strong>Colchester</strong> are moderate density developments in smaller scale projects.<br />
