OVERVIEW<br />
Many <strong>of</strong> the recommendations in the Plan <strong>of</strong> Conservation and Development can be implemented by the Zoning &<br />
Planning Commission through zoning amendments, application reviews, and other means. The Commission has the<br />
primary responsibility <strong>of</strong> implementing the Plan's recommendations.<br />
Other recommendations require the cooperation <strong>of</strong>, and actions by, other local boards and commissions such as the Board<br />
<strong>of</strong> Selectmen, Board <strong>of</strong> Finance, and similar agencies. However, if the Plan is to be successfully realized, it must serve as<br />
a guide to all residents, applicants, agencies, and individuals interested in the orderly growth <strong>of</strong> <strong>Colchester</strong>.<br />
TOOLS<br />
There are several tools that are available to implement the Plan's recommendations. These tools can influence the<br />
pattern, character, and timing <strong>of</strong> future development in <strong>Colchester</strong> - either public or private - so that it is consistent with<br />
and promotes the goals, objectives, policies, and recommendations <strong>of</strong> the Plan <strong>of</strong> Conservation and Development. The<br />
tools available to the Commission include:<br />
• an annual work program, • Capital Improvements Program, and<br />
• the Plan <strong>of</strong> Conservation and Development, • Referral <strong>of</strong> Municipal Improvements (CGS 8-24).<br />
• Zoning and Subdivision Regulations,<br />
Annual Work Program<br />
The implementation schedules that follow can be used by the Zoning & Planning Commission to develop an annual work<br />
program, both for itself and other boards and commissions.<br />
