ASSESSMENT<br />

Issues related to residential development were regular topics <strong>of</strong> discussion during the process <strong>of</strong> preparing the Plan. In<br />

the telephone survey, <strong>Colchester</strong> residents indicated that town growth was one <strong>of</strong> the most important issues at the present<br />

time. At public meetings, residents indicated that the <strong>Town</strong> was doing too little to limit the amount <strong>of</strong> development.<br />

Some residents favored slowing the rate <strong>of</strong> growth or stopping development altogether. There are several reasons why<br />

these policy options are difficult or impossible to accomplish. First, our form <strong>of</strong> government and system <strong>of</strong> constitutional<br />

rights guarantee people a reasonable right to use (and develop) property. The <strong>Town</strong> has an ability to regulate (but not<br />

prohibit) land use and development activities in order to protect the public health, safety, and general welfare.<br />

Second, we need to recognize that resistance to change reflects that people may not be happy with what is happening<br />

when development occurs. Either they did not anticipate development occurring at all on a particular property or<br />

development patterns are not preserving <strong>Colchester</strong>’s character or protecting important features. The challenge <strong>of</strong> the<br />

Plan is to identify the appropriate amount and patterns <strong>of</strong> residential development in <strong>Colchester</strong> to help address these<br />

issues.<br />

In terms <strong>of</strong> housing types, <strong>Colchester</strong> residents generally indicated that the current mix <strong>of</strong> housing types was about right.<br />

Some people were inclined to indicate that there were too few elderly housing units and apartments and too many<br />

condominiums.<br />

Overall, the issues related to residential development in <strong>Colchester</strong> are primarily associated with the patterns <strong>of</strong><br />

development. Due to the desire to conserve important natural resources and preserve open space, changes are<br />

recommended in land use regulations in order to protect these resources and improve residential development patterns.<br />
