Community Center<br />

There is strong interest in <strong>Colchester</strong> for establishing a community center. In addition to being a top priority for the<br />

Parks and Recreation Department, Senior Services, and Youth Services, over two-thirds <strong>of</strong> <strong>Colchester</strong> residents supported<br />

the idea <strong>of</strong> the <strong>Town</strong> building a community center for <strong>Colchester</strong> residents <strong>of</strong> all ages. Specific amenities could include<br />

community rooms, indoor pool, stage, meeting space, and a dining/banquet area. This facility could also serve as a<br />

community shelter or accommodate compatible municipal departments.<br />

Library<br />

Cragin Memorial Library<br />

The Cragin Memorial Library is<br />

located at 8 Linwood Avenue in the<br />

<strong>Town</strong> Center. For many years, the<br />

existing library was inadequate in<br />

terms <strong>of</strong> space and programs. The<br />

<strong>Town</strong> and the library trustees are<br />

currently expanding the library to<br />

address this deficiency.<br />

With a larger library, additional staff<br />

will be required to provide programs<br />

and services. At some time, it may<br />

make sense to revisit the relationship<br />

between the <strong>Town</strong> and the Board <strong>of</strong><br />

Trustees. With these improvements,<br />

the library should meet community<br />

needs through the planning period.<br />

Youth Services<br />

The old <strong>Town</strong> Hall building on Norwich Avenue was recently renovated for use as a Youth Center. While this space will<br />

help to meet the needs <strong>of</strong> <strong>Colchester</strong>’s youth population in the short term, additional space will be needed in the future as<br />

such programs grow. Program usage should be monitored to anticipate future needs, including possible youth<br />

transportation services after school and vacation periods (possibly through sharing <strong>of</strong> senior citizens buses).<br />
