“The Plan shall show the<br />

commission's<br />

recommendation for the most<br />

desirable use <strong>of</strong> land within<br />

the municipality for<br />

residential ... purposes and<br />

for the most desirable density<br />

<strong>of</strong> population in the ... parts<br />

<strong>of</strong> the municipality.”<br />

“The Plan shall make<br />

provision for the<br />

development <strong>of</strong> housing<br />

opportunities, including<br />

opportunities for multifamily<br />

dwellings consistent with soil<br />

types, terrain and infrastructure<br />

capacity, for all<br />

residents <strong>of</strong> the municipality<br />

HOUSING & RESIDENTIAL AREAS STRATEGIES<br />

Support Community Structure<br />

1. Continue to recognize the prevailing development pattern <strong>of</strong>:<br />

• higher densities and diverse housing types in and near the <strong>Town</strong> Center where water and sewer are available,<br />

• predominantly single-family development in outlying areas, and<br />

• a reduction <strong>of</strong> density as the distance from the <strong>Town</strong> Center increases.<br />

2. To protect water quality and water supplies:<br />

• reduce the residential density permitted in the Deep River watershed, and<br />

• rezone certain outlying areas from the R-40 designation.<br />

Guide Multi-Family Development<br />

3. For proposed multi-family developments, utilize the criteria discussed in the Plan to:<br />

• evaluate the proposed location,<br />

• guide the proposed design, and<br />

• review the proposed density.<br />

4. Discourage multi-family developments that:<br />

• are large-scale in terms <strong>of</strong> the number <strong>of</strong> units, have a high density, or are not consistent with the level <strong>of</strong> services<br />

available in town,<br />

• do not meet local housing needs,<br />

• are not compatible with town character or do not help maintain <strong>Colchester</strong>’s single-family appearance,<br />

• do not blend effectively with nearby single-family residential areas,<br />

• are not located on sites in or near the <strong>Town</strong> Center, or<br />

• are not serviced by public water and public sewer system.<br />
