While many comments during the planning process advocated economic growth in order to reduce taxes, other comments<br />

were directed towards carefully managing such development and preserving community character (minimize strip<br />

development, protecting the <strong>Town</strong> Center). With careful planning and regulation, it should be possible to have both.<br />

In terms <strong>of</strong> the locations for business growth, <strong>Town</strong> residents were divided about encouraging business growth in and<br />

near the <strong>Town</strong> Center while discouraging it in outlying areas. However, residents were very supportive <strong>of</strong> encouraging<br />

more retail development in Westchester.<br />

The main issue in <strong>Colchester</strong> is the unorganized distribution <strong>of</strong> commercial and industrial zones in the community. In<br />

order to promote economic development and provide appropriate locations and services (water, sewer, and roads), the<br />

location <strong>of</strong> business and industrial zones needs to be modified.<br />

PROGRAM<br />

Establish Economic Development Focal Points in Village Centers<br />

Business uses should continue to be located in the <strong>Town</strong> Center and Westchester Village Center in order to most<br />

efficiently meet the needs <strong>of</strong> residents. The role <strong>of</strong> the <strong>Town</strong> Center as the business, government, and cultural center <strong>of</strong><br />

the <strong>Town</strong> should be maintained and enhanced. Westchester is a secondary focal point in <strong>Colchester</strong> that has potential for<br />

creation and enhancement <strong>of</strong> a village center. In order to maintain and enhance community character, village district<br />

zoning (as allowed in Public Act 00-145) could be considered for one or both <strong>of</strong> these areas.<br />
