BUSINESS & ECONOMIC DEVELOPMENT STRATEGIES<br />
Establish Economic Development Focal Points in Village Centers<br />
1. Maintain and enhance the role <strong>of</strong> the <strong>Town</strong> Center as the business, government, and cultural center <strong>of</strong> the <strong>Town</strong>.<br />
2. Establish Westchester as a village center and a secondary focal point in <strong>Colchester</strong>.<br />
3. Continue to encourage mixed uses that complement community character and add activity and stability to each<br />
village center.<br />
4. Consider village district zoning (as allowed in Public Act 00-145) for one or both <strong>of</strong> these areas.<br />
Establish Economic Development Focal Points in Other Appropriate Locations<br />
5. Establish an economic development focal point near the confluence <strong>of</strong> Routes 2 and 11 for the development <strong>of</strong> some<br />
commercial uses and a business park containing <strong>of</strong>fice, warehouse, light industry, assembly, distribution, research,<br />
development, and other functions.<br />
6. Consider establishing an economic development focal point at Exit 17 <strong>of</strong> Route 2.<br />
7. Create a Business Park zone to encourage development <strong>of</strong> high quality campus-style developments that will help<br />
diversify the <strong>Town</strong>’s economic base.<br />
8. Establish a Business Park zone:<br />
• near the junction <strong>of</strong> Routes 2 and 11, and<br />
• near exit 17 <strong>of</strong> Route 2.<br />
9. For each zoning district, consider requiring a Special Exception for larger developments to ensure community<br />
impacts are adequately considered.<br />
