ASSESSMENT<br />
For many years, <strong>Colchester</strong> residents have recognized the value and importance <strong>of</strong> historic resources and much has<br />
already been accomplished in terms <strong>of</strong> identifying and protecting historic resources in <strong>Colchester</strong>. Residents have<br />
indicated support for continuing these efforts:<br />
• Identification - Historic resource surveys have been completed for <strong>Colchester</strong> and several properties have been<br />
listed on the National Register <strong>of</strong> Historic Places. <strong>Colchester</strong> has good and recent information on which to base<br />
historic preservation efforts.<br />
• Resources - Local individuals and organizations are important resources involved in historic preservation.<br />
<strong>Colchester</strong> has a local Historical Society and a local Historic District Commission to govern activities in local<br />
historic districts and a Municipal Historian to coordinate historical documentation efforts.<br />
• Programs - <strong>Colchester</strong> has a Cultural Resource Preservation Plan that identifies specific actions for preserving<br />
identified historic resources and the community is in the process <strong>of</strong> implementing its recommendations.<br />
<strong>Colchester</strong> is doing a good job <strong>of</strong> protecting historic resources in the community. These efforts should continue and,<br />
where appropriate, be enhanced.<br />
PROGRAM<br />
<strong>Colchester</strong> has a rich variety <strong>of</strong> historic resources that are worthy <strong>of</strong> preservation. In addition, these resources contribute<br />
to the overall character <strong>of</strong> <strong>Colchester</strong>. While much has been done already, the next step is to maintain appropriate<br />
regulations to assist in the preservation <strong>of</strong> these resources. In addition, the community should work towards encouraging<br />
cooperative efforts on the part <strong>of</strong> many people to preserve historic resources.<br />
Three options are available to help preserve historic resources:<br />
1. keep the existing Historic Preservation Overlay Zone (HPOZ) and enhance it as necessary,<br />
2. readopt the HPOZ as a village district with additional provisions as authorized by Public Act 00-145, or<br />
3. adopt new village districts (such as a Village Residential and a Village Business zone) as authorized by<br />
Public Act 00-145.<br />
These options should be evaluated and the selected method implemented in the near future.<br />
