Improve Roadway Circulation<br />
Traffic volumes in <strong>Colchester</strong> are growing faster than the population <strong>of</strong> the town, the region, or the state. In fact,<br />
research as part <strong>of</strong> the Plan found that traffic volumes on some major roads had increased by almost 40 percent between<br />
1985 and 1996. As a result, road capacity, congestion, and safety issues have become more prominent.<br />
The most vexing problem with the current road system in <strong>Colchester</strong> is that “all roads lead to the Center.” The resulting<br />
traffic volumes create congestion and this creates additional issues such as driver frustration and difficulty in emergency<br />
fire and ambulance response. Since the character and vitality <strong>of</strong> the <strong>Town</strong> Center make it a special place in the<br />
community, finding an appropriate balance between traffic circulation needs and the character <strong>of</strong> the <strong>Town</strong> Center will<br />
not be easy.<br />
The Plan recommends the consideration, during<br />
the planning period, <strong>of</strong> creating two alternate<br />
routes around the <strong>Town</strong> Center. An “inner route”<br />
is shown on the map on this page. An “outer<br />
route” is shown on the Transportation Plan map.<br />
The “inner route” should be initiated first. These<br />
alternate routes have been discussed in every Plan<br />
in <strong>Colchester</strong> over the past 30 years.<br />
While the telephone survey indicated that a<br />
number <strong>of</strong> <strong>Colchester</strong> residents are not enthused<br />
by the idea <strong>of</strong> road construction in and around<br />
town, there are few other options for addressing<br />
increasing congestion in the <strong>Town</strong> Center.<br />
Inner Route Map<br />
Even if these routes are not built during the<br />
planning period, the <strong>Town</strong> should ensure that the<br />
right-<strong>of</strong>-way that may be needed for the different<br />
routes is preserved and dedicated to the <strong>Town</strong> so<br />
that the routes can be implemented at the<br />
appropriate time in the future.<br />
