Landscape Center Islands<br />
While road standards in <strong>Colchester</strong> are fairly reasonable, some changes are recommended (additional classifications,<br />
reduced paved width). Since some existing roads do not comply with these criteria yet exhibit high scenic value, the need<br />
for roadway improvements should always be balanced with scenic character. The intent should be to provide for safe<br />
roads that are the scenic roads <strong>of</strong> the future.<br />

The <strong>Town</strong> may also wish to consider allowing landscaped center islands in cul-de-sacs in order to minimize the amount<br />
<strong>of</strong> paved areas, provide additional snow storage area, and provide an amenity in the roadway. Design standards for<br />
landscaped islands should be coordinated with the public works and public safety departments in <strong>Colchester</strong>.<br />
In addition, the <strong>Town</strong> should continue to investigate the potential for “traffic calming” and “character enhancing”<br />
transportation improvements. Such techniques can include narrower roads, <strong>of</strong>fsetting intersections, curvilinear streets,<br />
and amenities (sidewalks, street trees, and street furniture) closer to the travel way.<br />
Improve Transit Service<br />
The demand for transit services (especially dial-a-ride) is expected to increase as the population ages. Utilization <strong>of</strong> such<br />
services should be monitored so that needs can be effectively met. An increase in regional mass transit should be<br />
seriously considered in cooperation with other nearby communities, especially since transit services can help achieve<br />
<strong>Colchester</strong>’s housing, employment, and economic development objectives.<br />
There are some deficiencies in the current dial-a-ride service and improvements are needed. This need will become even<br />
more pronounced as the age composition in <strong>Colchester</strong> changes during the planning period.<br />
