A steady <strong>in</strong>crease <strong>in</strong> the labor force is another <strong>in</strong>dicator that<br />

Duluth has turned the corner. Follow<strong>in</strong>g a period of stagnation<br />

from 2000 through 2006, the labor force grew by 3.45 2 percent<br />

from 2006 to 2010, a trend that cont<strong>in</strong>ued <strong>in</strong>to 2011. Much of that<br />

growth was jobs <strong>in</strong> the areas of health care and computer system<br />

design, and, to a lesser extent, architecture and eng<strong>in</strong>eer<strong>in</strong>g (all<br />

sectors are projected to <strong>in</strong>crease). An additional positive is the rise<br />

<strong>in</strong> households <strong>in</strong> the trade area hav<strong>in</strong>g <strong>in</strong>comes of $75,000 and<br />

above (a 21 percent <strong>in</strong>crease for households with <strong>in</strong>comes above<br />

$100,000 and a 23 percent <strong>in</strong>crease for those with <strong>in</strong>comes above<br />

$150,000). 3<br />

Education, Health Care, Culture, and Dist<strong>in</strong>ctive Sense of<br />

Place: New Economic Drivers<br />

Four of the greatest assets <strong>in</strong> Duluth (and the study area) – a<br />

strong higher education base, high level of health care, grow<strong>in</strong>g<br />

cultural arts community, and dist<strong>in</strong>ctive sense of place – are also<br />

drivers <strong>in</strong> today’s knowledge economy and <strong>in</strong> the creation of the<br />

places that today’s creative work force (and, therefore, their employers)<br />

are look<strong>in</strong>g for.<br />

Underscor<strong>in</strong>g the important role that health care plays <strong>in</strong><br />

Duluth’s economy, Essentia Health (top image above) and St.<br />

Luke’s (lower image) are the city’s two largest employers. The<br />

harbor (below) also cont<strong>in</strong>ues to be a strong economic magnet,<br />

attract<strong>in</strong>g freighters, cruises, and thousands of tourists each<br />

year.<br />

‣ Higher Education – Downtown Duluth and the waterfront<br />

area are with<strong>in</strong> a few miles of five colleges and universities: the<br />

College of St. Scholastica, the University of M<strong>in</strong>nesota Duluth<br />

(UMD), Lake Superior Community College, Fond du Lac Community<br />

College, and, across the bay, the University of Wiscons<strong>in</strong>-<br />

Superior. Collectively they enroll 25,000 students. The largest of<br />

those <strong>in</strong>stitutions is the University of M<strong>in</strong>nesota Duluth, which<br />

had 11,729 students <strong>in</strong> 2010, a significant <strong>in</strong>crease over its 2006<br />

student population of 10,800. The university emphasizes its connections<br />

to the community (“A Great University on a Great Lake” largest of the five higher education <strong>in</strong>stitutions with<strong>in</strong> a few<br />

is its tagl<strong>in</strong>e), while the Office of Civic Engagement emphasizes<br />

partnerships with local community organizations and mobilizes students (approximately 2,000 a year) to contribute<br />

their time to the community.<br />
