Address <strong>in</strong>vestor and developer concerns about the market: Because a limited number of projects failed to be absorbed<br />

on schedule, developers, civic lenders, banks, and others will be cautious or skeptical about <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> new<br />

projects. Study<strong>in</strong>g and learn<strong>in</strong>g from the relative performance of recent projects will be important for f<strong>in</strong>etun<strong>in</strong>g<br />

new proposals, as will conv<strong>in</strong>c<strong>in</strong>g key stakeholders that new projects are viable.<br />

Involve all sectors <strong>in</strong> tell<strong>in</strong>g the story: The story of liv<strong>in</strong>g <strong>in</strong> the Duluth Creative Corridor is hard to f<strong>in</strong>d on various<br />

websites that feature Duluth. Many public, private, and non-profit actors have a stake <strong>in</strong> help<strong>in</strong>g that story rise<br />

to the surface, with the ultimate goal of enabl<strong>in</strong>g <strong>in</strong>dividuals liv<strong>in</strong>g the story to contribute to the storytell<strong>in</strong>g<br />

through a variety of communication channels. The most important vehicle would be the web (e.g., “Downtown<br />

Duluth” blogs, events calendar, self-appo<strong>in</strong>ted arts and enterta<strong>in</strong>ment observers, student and healthcare<br />

worker hous<strong>in</strong>g sites with <strong>in</strong>dependent reviews and <strong>in</strong>formation, etc.). In addition to formal market<strong>in</strong>g and<br />

public relations efforts, there should be opportunities for <strong>in</strong>stitutional actors to help launch and support those<br />

types of web-based networks, commentators, and <strong>in</strong>formation sources that ultimately take on a life of their<br />

own and cont<strong>in</strong>uously update the Duluth Creative Corridor story.<br />

Use hous<strong>in</strong>g around large structures to improve the walk<strong>in</strong>g experience: Hous<strong>in</strong>g l<strong>in</strong>er build<strong>in</strong>gs (hous<strong>in</strong>g units designed<br />

to surround and hide <strong>in</strong>terior park<strong>in</strong>g ramps or large build<strong>in</strong>gs) are a great way to address cold and bleak car<br />

ramps and <strong>in</strong>stitutional build<strong>in</strong>gs. Such hous<strong>in</strong>g, when properly designed, also creates safer and more walkable<br />

pedestrian routes.<br />

Institutional Partnerships<br />

<strong>Panel</strong> comments focused on the need for campus plans that are <strong>in</strong>tegrated with neighborhood plans and develop<strong>in</strong>g<br />

an <strong>in</strong>stitutional appreciation of the quality of life and health benefits of a lively, walkable urban location<br />

with nearby hous<strong>in</strong>g opportunities at a variety of price po<strong>in</strong>ts. Challenges <strong>in</strong>clude the need to:<br />

Address <strong>in</strong>stitution-community design and jo<strong>in</strong>t plann<strong>in</strong>g concerns: Design and development regulations, complete street<br />

<strong>in</strong>itiatives, and one-way street adjustments cont<strong>in</strong>ue to cause concern for hospitals (their need for quick emergency<br />

vehicle access). Another design issue is that campus plans cont<strong>in</strong>ue to be developed separately from<br />

community plans <strong>in</strong> general, and the urban design of campus walkability could be better meshed with the<br />

nearby community transportation systems.<br />

Make the talent pool-urban liv<strong>in</strong>g l<strong>in</strong>k: Many <strong>in</strong>stitutions do not understand the strong relationship between vibrant<br />

urban places and their future employee talent streams and pools. Exist<strong>in</strong>g efforts to attract <strong>in</strong>stitutional employees<br />

to live <strong>in</strong> the corridor have not been effective at attract<strong>in</strong>g market-rate households <strong>in</strong>to the area. Those<br />

efforts need to be strengthened and broadened to <strong>in</strong>clude all <strong>in</strong>come levels and household types, particularly<br />

young professionals.<br />

Address safety concerns: Safety cont<strong>in</strong>ues to be an issue for hospitals and will become a greater one for colleges<br />

and universities (and parents) as more students migrate <strong>in</strong>to downtown and the Hillside neighborhoods. Safety<br />

is another area where data and benchmark<strong>in</strong>g can play an important role to address the realities and perceptions<br />

of safety issues <strong>in</strong> various downtown locations.<br />
