Downtown Is Downtown, Old or New<br />

Canal Park, downtown, Old Downtown, and Hillside are too close<br />

to one another to be separated by market<strong>in</strong>g terms. Unite them as<br />

one cohesive place: the Duluth Creative Corridor.<br />

• Bid farewell to the “Old Downtown” designation because it<br />

does not work as a mean<strong>in</strong>gful geographic term any longer.<br />

The east end of downtown has a dist<strong>in</strong>ct flavor, to be sure, and<br />

as it attracts more arts-related bus<strong>in</strong>esses and more nightlife<br />

and residents, a neighborhood name might emerge organically.<br />

Under the Duluth Creative Corridor umbrella, dist<strong>in</strong>guishable<br />

district place names and sub-brands may start to stick or rema<strong>in</strong><br />

(Canal Park, for example).<br />

• Build on progress <strong>in</strong> the Old Downtown and work to cont<strong>in</strong>ue<br />

to br<strong>in</strong>g more of Canal Park’s activity and energy <strong>in</strong>to the rest<br />

of downtown. Even though Canal Park teems with activity,<br />

it does not seem to be considered as “downtown.” The I-35<br />

barrier between Canal Park and the downtown creates a physical<br />

separation that even the best market<strong>in</strong>g would have a tough<br />

time bridg<strong>in</strong>g.<br />

• Make sure downtown has a visible and attractive heart. The<br />

panel heard almost complete unanimity among those at the<br />

market<strong>in</strong>g focus group that the heart of downtown is Lake<br />

Avenue at Superior Street. That should be a key connection to<br />

Canal Park. But today that <strong>in</strong>tersection is neither welcom<strong>in</strong>g nor<br />

special. There is an unattractive park with an undist<strong>in</strong>guished<br />

founta<strong>in</strong> and a corporate-esque plaza. The Farmers’ Market is a<br />

good way to humanize the corner, but what about all the other<br />

times of the day and week The <strong>Knight</strong> Foundation is <strong>in</strong>terested<br />

<strong>in</strong> an <strong>in</strong>itiative that focuses on identify<strong>in</strong>g the public spaces – often s<strong>in</strong>gular, iconic, centrally-located<br />

urban squares, plazas, and parks – that act as the “soul of the community” (described <strong>in</strong> the earlier section,<br />

Susta<strong>in</strong>ed Leadership and Momentum).<br />

• Identify which urban public space(s) represent the “soul of Duluth” and concentrate efforts to re<strong>in</strong>force<br />

them. Ensur<strong>in</strong>g that downtown has a visible and attractive heart can make market<strong>in</strong>g work hand-<strong>in</strong>-hand<br />

with strong place-mak<strong>in</strong>g (downtown means Canal Park, too).<br />

The creative class is seek<strong>in</strong>g places that are authentic and full of<br />

unique local bus<strong>in</strong>esses and places to live – attributes that the<br />

Duluth Creative Corridor has to offer. Examples of such places<br />

<strong>in</strong>clude Boulder, Asheville, and Aust<strong>in</strong>, respectively.<br />

As discussed earlier, the panel found a need for more thorough and quantifiable data on downtown hous<strong>in</strong>g<br />

construction, <strong>in</strong>come levels of downtown’s new residents, and the average price po<strong>in</strong>t of the new hous<strong>in</strong>g.<br />
