Provide for a Variety of Hous<strong>in</strong>g Types and Goals<br />
• Set some aggressive and quantifiable new hous<strong>in</strong>g goals for the Duluth Creative Corridor, and align civic<br />
<strong>in</strong>vestments to accomplish those goals. That should <strong>in</strong>clude <strong>in</strong>come diversity goals. Currently there are very<br />
limited middle- and upper- middle-<strong>in</strong>come products and residents; chang<strong>in</strong>g that should be a primary focus,<br />
especially for new construction.<br />
• Identify niche markets. For example, universities need to th<strong>in</strong>k about hous<strong>in</strong>g that can serve <strong>in</strong>creas<strong>in</strong>g<br />
numbers of tourists <strong>in</strong> the summer. Student populations are also composed of niche markets: <strong>in</strong>clud<strong>in</strong>g<br />
families who might <strong>in</strong>vest <strong>in</strong> a property while their son or daughter attends school, graduate students,<br />
medical students, married students, <strong>in</strong>ternational students with different cultural and religious backgrounds,<br />
and professional and graduate students (all of whom have different budgets, hous<strong>in</strong>g needs, and preferred<br />
amenities). Also consider kiddie condos as a unique offer<strong>in</strong>g – they can be rented to tourists <strong>in</strong> the summer,<br />
provide significant value through second home tax breaks, and create equity growth dur<strong>in</strong>g the hold<strong>in</strong>g<br />
period. Properly structured, the approach can also help make higher education more affordable. Recruit the<br />
current student hous<strong>in</strong>g developer to create a new urban-style student hous<strong>in</strong>g node closer to the downtown;<br />
extend<strong>in</strong>g the bus shuttle system to <strong>in</strong>clude the new hous<strong>in</strong>g (provide <strong>in</strong>centives if necessary) should<br />
be a part of the package.<br />
• Recognize the typical evolution of downtown hous<strong>in</strong>g <strong>in</strong> smaller Midwest cities – young men and students<br />
(and sometimes artists/creative class types) <strong>in</strong> the first wave followed by young couples followed by young<br />
women followed by empty nesters. Rent<strong>in</strong>g condom<strong>in</strong>ium units for at least five years and then putt<strong>in</strong>g them<br />
up for sale can also be a good product for that market if the units are designed accord<strong>in</strong>gly.Recognize that<br />
hous<strong>in</strong>g <strong>in</strong>itiatives led by affordable hous<strong>in</strong>g agencies are often perceived as “low <strong>in</strong>come” even when they<br />
are not, and that will impact market <strong>in</strong>terest and absorption. The Creative Corridor concept will require a<br />
mix of hous<strong>in</strong>g types and market niches that can deliver a variety of options for the market-rate hous<strong>in</strong>g<br />
that is currently lack<strong>in</strong>g and can blend with affordable and workforce hous<strong>in</strong>g.<br />
Recognize and Capitalize on the Advantage of “Location, Location”<br />
• Be<strong>in</strong>g able to touch the water, conveniently go boat<strong>in</strong>g,<br />
walk to <strong>in</strong>terest<strong>in</strong>g places, and people-watch a<br />
diverse group of neighbors every day is a significant<br />
amenity that accompanies liv<strong>in</strong>g <strong>in</strong> the corridor.<br />
• Make sure new hous<strong>in</strong>g projects have great views,<br />
even if that occasionally means remov<strong>in</strong>g a few trees<br />
(you can transplant those trees or plant new ones <strong>in</strong><br />
alternative locations that do not impact viewsheds).<br />
Views from the hillsides of the shipp<strong>in</strong>g and boat<strong>in</strong>g<br />
activities are particularly important. A “room with a<br />
view” is <strong>in</strong> demand year-round, through all seasons.<br />
Views of the lake are an asset that should be emphasized when promot<strong>in</strong>g liv<strong>in</strong>g<br />
<strong>in</strong> Duluth – and a signature feature of new hous<strong>in</strong>g developments.<br />
