• The greater acceptance and grow<strong>in</strong>g support for<br />

historic preservation as a form of public art. This<br />

<strong>in</strong>cludes the creation of the Downtown Historic<br />

District and availability of match<strong>in</strong>g state historic tax<br />

credits, both of which have helped create new <strong>in</strong>terest<br />

<strong>in</strong> <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> Duluth’s historic build<strong>in</strong>gs.<br />

• Use of space by creative sector bus<strong>in</strong>esses <strong>in</strong> many<br />

build<strong>in</strong>gs downtown (typically space beh<strong>in</strong>d and/or<br />

above empty shopfronts). Examples <strong>in</strong>clude graphic<br />

design, web, and architectural/eng<strong>in</strong>eer<strong>in</strong>g firms.<br />

• Robust discussions are under way regard<strong>in</strong>g arts<br />

partnerships with the UMD, and it seems likely that<br />

some UMD programs will beg<strong>in</strong> to become active <strong>in</strong><br />

The strong demand for hous<strong>in</strong>g is evident <strong>in</strong> the renovation of Fire House No.<br />

the downtown and the Duluth Creative Corridor. In 1 for hous<strong>in</strong>g.<br />

addition, UMD Arts faculty members are actively engaged, and student activities are likely to expand go<strong>in</strong>g<br />

forward.<br />

Hous<strong>in</strong>g<br />

The past six years have seen a significant <strong>in</strong>crease <strong>in</strong> the development of hous<strong>in</strong>g <strong>in</strong> and near the downtown<br />

and <strong>in</strong> the Hillside neighborhoods, demonstrat<strong>in</strong>g a strong demand for close-<strong>in</strong> liv<strong>in</strong>g. That is especially remarkable<br />

given the state of the economy over the last several years.<br />

One particularly promis<strong>in</strong>g area is the market for off-campus student hous<strong>in</strong>g. The student population is<br />

show<strong>in</strong>g more <strong>in</strong>terest <strong>in</strong> liv<strong>in</strong>g off campus and us<strong>in</strong>g transit. That is encourag<strong>in</strong>g given the growth <strong>in</strong> student<br />

population. Accord<strong>in</strong>g to the City of Duluth’s most recent Hous<strong>in</strong>g Indicator <strong>Report</strong> (released April 24, 2012),<br />

the student population of the three major higher education <strong>in</strong>stitutions’ (UMD Duluth, College of Sa<strong>in</strong>t Scholastica,<br />

and Lake Superior College) grew by 29 percent s<strong>in</strong>ce the 2009-2010 school year. As noted <strong>in</strong> the report,<br />

“The number of students has grown to over 23,000, mak<strong>in</strong>g this an important demographic for the City of<br />

Duluth.”<br />

Several successful new student hous<strong>in</strong>g projects have been developed (although they are outside the study<br />

area), and strong transit ridership by college and university students <strong>in</strong>dicates a desire to live an urban, affordable,<br />

and green/susta<strong>in</strong>able lifestyle. Transit, bik<strong>in</strong>g, walk<strong>in</strong>g, and car shar<strong>in</strong>g programs also provide essential<br />

support for downtown lifestyle choices. Car shar<strong>in</strong>g (e.g., “Zipcar”) programs have also been successfully<br />

implemented <strong>in</strong> downtowns and college campuses around the U.S., <strong>in</strong>clud<strong>in</strong>g the University of Miami.<br />

Two recent market analyses reached slightly different conclusions about the exact nature of demand for offcampus<br />

student hous<strong>in</strong>g. The Danter Company student hous<strong>in</strong>g study concluded there is significant demand<br />

for student rental hous<strong>in</strong>g <strong>in</strong> east Hillside locations as part of the Armory Arts and Music Center/Plaza<br />

Mixed-Use District Plan <strong>in</strong> the East Hillside neighborhood. A more recent study completed as part of the<br />
