• Develop and adopt a public realm improvements plan that<br />

enables the desired walkable urbanism by improv<strong>in</strong>g parks,<br />

sidewalks, pedestrian and bike pathways, public art, and similar<br />

physical enhancements of public property.<br />

• Identify and codify <strong>in</strong>to zon<strong>in</strong>g several neighborhood centers<br />

that are connected by and <strong>in</strong>clude a sophisticated network of<br />

Complete Streets. The code should target specific urban liv<strong>in</strong>g<br />

areas and <strong>in</strong>clude a package of regulatory <strong>in</strong>centives aimed at<br />

provid<strong>in</strong>g a full range of attractive hous<strong>in</strong>g choices that support<br />

diverse lifestyles <strong>in</strong> those areas (for example, allow<strong>in</strong>g more accessory<br />

uses/live-work and ground level commercial spaces <strong>in</strong> <strong>in</strong>cl<strong>in</strong>e.<br />

• Take aggressive steps to make sure that developers fully understand and can visualize the range of urban<br />

build<strong>in</strong>g typologies that the Unified Development Code allows by right. That more specific direction could<br />

be adopted as part of the Unified Development Code or, alternately, by develop<strong>in</strong>g easy-to-understand pattern<br />

books or design primers that display successful local examples of good urban frontage types (build<strong>in</strong>gto-street<br />

relationships). Incentives to attract new residents to the area should be part of the package (discussed<br />

<strong>in</strong> the hous<strong>in</strong>g recommendations), <strong>in</strong>clud<strong>in</strong>g the use of Historic Tax Credits.<br />

• Embrace the idea of fill<strong>in</strong>g <strong>in</strong> frontages along the streets <strong>in</strong> Canal Park with mixed-use <strong>in</strong>fill development<br />

where surface park<strong>in</strong>g now exists. That will have clear economic development benefits for the city and Canal<br />

Park bus<strong>in</strong>ess establishments. The visitor experience will be enhanced by the improved quality of walkable<br />

streetscapes <strong>in</strong> Canal Park over time. In order to achieve that outcome <strong>in</strong> an orderly fashion and not<br />

negatively impact public accessibility to Canal Park, the panel recommended develop<strong>in</strong>g a Canal Park Master<br />

Plan. That would <strong>in</strong>clude a detailed analysis of the economic and social benefits, a park<strong>in</strong>g management<br />

plan to assess current and future park<strong>in</strong>g demand and broader use of garages/ramps, improved pedestrian<br />

connectivity to downtown, <strong>in</strong>clusion of plazas and other strategic pedestrian open spaces, establishment of<br />

Complete Streets standards, and improved transit circulator systems. The plan would also <strong>in</strong>clude a phas<strong>in</strong>g<br />

strategy to show how the transition could happen over time and the benefits maximized at each milestone.<br />

• Strengthen multimodal transportation options. That should <strong>in</strong>clude establish<strong>in</strong>g a bike shar<strong>in</strong>g program<br />

and putt<strong>in</strong>g <strong>in</strong> place a reliable urban circulator to <strong>in</strong>crease the creative corridor’s transit quality. Brand and<br />

market the circulator to maximize use. An additional <strong>in</strong>novative option is to <strong>in</strong>stall a version of the Norway<br />

bicycle <strong>in</strong>cl<strong>in</strong>e (illustrated above) or some other unique physical connection between UMD and downtown<br />

alongside Chester Creek Park.<br />
