central assumption. Thoughts on the topic lead to a prelim<strong>in</strong>ary<br />
conclusion that two levels of <strong>in</strong>tervention be studied and prioritized:<br />
• Focus on improv<strong>in</strong>g exist<strong>in</strong>g conditions<br />
• Exam<strong>in</strong>e transformative improvements<br />
Improve Exist<strong>in</strong>g Connections: Renovate the exist<strong>in</strong>g <strong>in</strong>frastructure<br />
(improvements to deck<strong>in</strong>g and skyways, <strong>in</strong>clud<strong>in</strong>g wider<br />
sidewalks, better sightl<strong>in</strong>es, improved light<strong>in</strong>g, vendors, etc.). An<br />
example is the LHB, Inc., plan for improv<strong>in</strong>g the Lake Avenue<br />
overpass and fill<strong>in</strong>g <strong>in</strong> miss<strong>in</strong>g build<strong>in</strong>gs with a paseo/arcade that<br />
creates a l<strong>in</strong>k between Superior Street and Lake Place Park.<br />
Make Transformative Improvements: Two very different approaches<br />
were outl<strong>in</strong>ed.<br />
Option One: Complete and extend the current bridg<strong>in</strong>g/deck<strong>in</strong>g<br />
concept, <strong>in</strong>clud<strong>in</strong>g additional bridg<strong>in</strong>g and deck<strong>in</strong>g over<br />
I-35, perhaps with air rights and private development opportunities<br />
along the edge of the bridges. If prioritiz<strong>in</strong>g, the<br />
Lake Avenue-I-35 cross<strong>in</strong>g should be the highest priority<br />
when mak<strong>in</strong>g overall <strong>in</strong>vestment decisions (ones related to the<br />
cross<strong>in</strong>g should not be made <strong>in</strong> a vacuum of other <strong>in</strong>vestments).<br />
The <strong>Advisory</strong> <strong>Panel</strong> recommended improvements to the<br />
5th Avenue West bridge to Festival Park (image above)<br />
and passenger rail improvements <strong>in</strong> and near the planned<br />
Downtown Multimodal Transportation Term<strong>in</strong>al (middle<br />
image), which, the panel noted, should be <strong>in</strong>tegrated <strong>in</strong>to the<br />
downtown urban fabric. Michigan Street (bottom image)<br />
should also be a focus of re<strong>in</strong>vestment and attention to creat<strong>in</strong>g<br />
a 24-hour sense of security.<br />
Other strategies are available:<br />
• Provide more formal and direct lake experiences through<br />
better direct connections, both physical and visual, on<br />
Superior Street, emphasiz<strong>in</strong>g the area from Lake Avenue<br />
to the Fitger’s Brewery Complex.<br />
• Redesign the landscape and hardscape from top to bottom<br />
to make Lake Place Park more functional, attractive, safe, and appeal<strong>in</strong>g as a place to visit.<br />
• Plan improvements for the 5th Avenue West Bridge to Bayfront Festival Park <strong>in</strong> conjunction with passenger<br />
rail <strong>in</strong>frastructure enhancements <strong>in</strong> and near the planned Downtown Multi-Modal Transportation<br />
Term<strong>in</strong>al.<br />
• Conduct a more detailed study of the planned term<strong>in</strong>al, focus<strong>in</strong>g on updat<strong>in</strong>g the likely programmatic<br />
elements and creat<strong>in</strong>g an optimal urban design solution for <strong>in</strong>tegrat<strong>in</strong>g the facility <strong>in</strong>to the fabric of<br />
downtown.<br />
