groups (baby boomers and their children, the Millennials) and<br />

are what many consumers want.<br />

As economist Chris Le<strong>in</strong>berger po<strong>in</strong>ts out <strong>in</strong> a Brook<strong>in</strong>gs<br />

Institution article, “The Next Real Estate Boom,” the next<br />

economic eng<strong>in</strong>e is provid<strong>in</strong>g the places that consumers com<strong>in</strong>g<br />

out of the recent great recession want: “homes <strong>in</strong> central cities<br />

and closer-<strong>in</strong> suburbs where one can walk to stores and mass<br />

transit….” That is exactly the vision for the Duluth Creative<br />

Corridor. In the creative corridor concept, the panel envisions<br />

build<strong>in</strong>g on exist<strong>in</strong>g assets and amenities to propel Duluth to be<br />

an emerg<strong>in</strong>g success story for creative, knowledge-based <strong>in</strong>dustries<br />

<strong>in</strong> small-to-medium sized cities that can compete regard<strong>in</strong>g<br />

quality of life.<br />

“Duluth is sometimes called the ‘San<br />

Francisco of the Midwest’ because of<br />

its dramatic topography, proximity to<br />

Lake Superior, and abundance of<br />

historic architecture <strong>in</strong> its downtown<br />

and surround<strong>in</strong>g neighborhoods. This,<br />

comb<strong>in</strong>ed with its location <strong>in</strong> the northern<br />

alp<strong>in</strong>e wilderness, gives it a dist<strong>in</strong>ctive<br />

character among small U.S. cities. The<br />

charrette team was <strong>in</strong>spired by Duluth’s<br />

stunn<strong>in</strong>g geographic sett<strong>in</strong>g juxtaposed<br />

with the traditional urban fabric imposed<br />

on the landscape.”<br />

A strong record of process to build on<br />

The Duluth Creative Corridor<br />

provides a policy, design, and<br />

The Duluth Creative Corridor builds on and expands the city’s<br />

accomplishments s<strong>in</strong>ce the 2005 Charrette. Those efforts have<br />

<strong>in</strong>vestment framework for<br />

<strong>in</strong>vestments <strong>in</strong>:<br />

• Arts and Economic Development<br />

advanced the charrette pr<strong>in</strong>ciples that focus on the uniqueness<br />

• Hous<strong>in</strong>g<br />

of place, walkability, connectivity, a mix of hous<strong>in</strong>g choices, a<br />

• Institutional Partnerships<br />

• Market<strong>in</strong>g<br />

great public realm, and protection (and restoration) of the city’s<br />

• Plann<strong>in</strong>g, Urban Design, and<br />

dist<strong>in</strong>ctive heritage and urban ecology, its neighborhoods, corridors,<br />

and downtown. A major accomplishment has been the<br />

adoption of form-based districts <strong>in</strong> the new Unified Development<br />

Leadership<br />

Code that provides a critical implementation framework to guide the creation and ma<strong>in</strong>tenance of great<br />

urban places.<br />

Other accomplishments, to name but a few, <strong>in</strong>clude the progress <strong>in</strong> grow<strong>in</strong>g a creative culture (the Zeitgeist<br />

Arts Center and purchase of the NorShor Theater, for example), a safer public realm dur<strong>in</strong>g the daytime, and a<br />

number of new hous<strong>in</strong>g developments <strong>in</strong> and near the downtown, demonstrat<strong>in</strong>g a strong demand for close-<strong>in</strong><br />

liv<strong>in</strong>g. Also notable is a new spirit of cooperation between UMD and the city that also could grow the creative<br />

culture and downtown hous<strong>in</strong>g for students and faculty and further the use of transit. However, the most<br />

important achievement (that led to all the others) is the strong, consistent leadership and spirit of partnership<br />

that was demonstrated by the community <strong>in</strong> the 2005 charrette.<br />

Specific actions to pursue<br />

‣ Arts and Economic Development – Treat the arts (visual and performance) as a retail and enterta<strong>in</strong>ment<br />

anchor; create additional places where artists can live and work, and <strong>in</strong> the process, liven up the street. Cluster<br />

arts and synergistic residences, retail and educational facilities <strong>in</strong> nodes to maximize the economic sp<strong>in</strong>off, and<br />
