‣ Dist<strong>in</strong>ctive Sense of Place – The 2005 Charrette <strong>Report</strong> captured<br />
Duluth’s uniqueness: “The charrette team was <strong>in</strong>spired by<br />
Duluth’s stunn<strong>in</strong>g geographic sett<strong>in</strong>g juxtaposed with the traditional<br />
urban fabric imposed on the landscape.” That comment was<br />
<strong>in</strong>spired by the:<br />
• City’s dramatic topography (it climbs from 605 feet at the Lake<br />
Superior shorel<strong>in</strong>e to 1,485 feet above sea level) and its location<br />
<strong>in</strong> the northern alp<strong>in</strong>e wilderness (the Boundary Waters Canoe<br />
Area Wilderness/Quetico Canadian Prov<strong>in</strong>cial Park is a little<br />
over an hour’s drive away).<br />
• Abundance of historic architecture <strong>in</strong> the downtown and surround<strong>in</strong>g<br />
neighborhoods and the f<strong>in</strong>e-gra<strong>in</strong>ed, <strong>in</strong>terconnected<br />
urban street grid featur<strong>in</strong>g short blocks, an essential component<br />
of creat<strong>in</strong>g highly desirable walkable places.<br />
Also contribut<strong>in</strong>g to a walkable, human-scale environment is the<br />
relationship of the build<strong>in</strong>gs to the street <strong>in</strong> the older East Downtown<br />
area of the city. Most of the build<strong>in</strong>gs there are lower-scale<br />
(generally two-to-five stories tall) and are pulled close to the sidewalk,<br />
creat<strong>in</strong>g a feel<strong>in</strong>g of enclosure.<br />
Surface park<strong>in</strong>g and park<strong>in</strong>g structures (top image) along the<br />
street dim<strong>in</strong>ish the pedestrian environment and connections<br />
between places. Although designed to bridge the divide between<br />
the downtown and waterfront created by the construction of<br />
I-35, Lake Park Place still feels isolated from either place.<br />
The 2005 Charrette<br />
In 2005, Duluth was at a crossroads. It had made real progress<br />
over the past decade <strong>in</strong> transition<strong>in</strong>g from a decl<strong>in</strong><strong>in</strong>g Rust Belt<br />
community to one with a lively, diverse economy and was beg<strong>in</strong>n<strong>in</strong>g<br />
to rediscover the value of its traditional urban character.<br />
Facilitat<strong>in</strong>g that transition was the impetus for Duluth’s successful<br />
proposal for a community charrette led by the <strong>Knight</strong> <strong>Program</strong><br />
<strong>in</strong> Community Build<strong>in</strong>g at the University of Miami’s School of<br />
Architecture.<br />
The purpose of the charrette (an <strong>in</strong>tensive week-long public<br />
design workshop held <strong>in</strong> July 2005) was to build on prior plann<strong>in</strong>g<br />
<strong>in</strong>itiatives and ad hoc local community build<strong>in</strong>g efforts and assist<br />
the community <strong>in</strong> the development of a shared vision and plan<br />
to help facilitate the revitalization of the East Downtown and<br />
adjacent Hillside/Waterfront areas of Duluth. Its local importance<br />
was evident <strong>in</strong> the participation of more than 1,000 citizens,<br />
bus<strong>in</strong>ess leaders, and city officials <strong>in</strong> the charrette process.<br />
