• Hous<strong>in</strong>g and Mixed Use – Tap the market demand for a variety<br />
of hous<strong>in</strong>g types (condos, townhomes, live-work units, urban<br />
apartments, and small lot s<strong>in</strong>gle-family homes, both detached<br />
and attached) and cluster mixed-use development.<br />
• Health Care – Promote the cont<strong>in</strong>ued growth and diversification<br />
of the health care <strong>in</strong>dustry as an economic driver and<br />
<strong>in</strong>tegral part of the downtown, and encourage complementary<br />
collaborative plann<strong>in</strong>g with surround<strong>in</strong>g neighborhoods<br />
Policy<br />
“By work<strong>in</strong>g together over the last six<br />
years much has been accomplished. The<br />
tim<strong>in</strong>g of the charrette re-visit is to<br />
celebrate those successes and assess our<br />
current challenges. That was why we timed<br />
the <strong>Progress</strong> <strong>Advisory</strong> <strong>Panel</strong> now – to<br />
view the changes s<strong>in</strong>ce the 2005 charrette<br />
and offer recommendations for the next<br />
stage of development.”<br />

The recommended policy actions promote more predictable private<br />
build<strong>in</strong>gs, thus provid<strong>in</strong>g greater assurance of long-term value<br />
for property owners and <strong>in</strong>vestors.<br />
• Form-Based Regulat<strong>in</strong>g Code – Replace the outdated, 50-year<br />
old zon<strong>in</strong>g ord<strong>in</strong>ance with a pilot form-based code that encourages<br />
development consistent with the downtown’s historic<br />
character and pedestrian scale and at the same time allows for<br />
more <strong>in</strong>tensive, urban, mixed-use development <strong>in</strong> appropriate<br />
locations.<br />
• Incentives – Put <strong>in</strong> place <strong>in</strong>centives (a new streaml<strong>in</strong>ed plann<strong>in</strong>g<br />
review and approval process, for example) to encourage quality<br />
development consistent with the charrette master plan and the<br />
form-based code.<br />
Improv<strong>in</strong>g the pedestrian realm of Lake Avenue (above) as<br />
it crosses the <strong>in</strong>terstate will greatly strengthen the connection<br />
between the downtown and the waterfront. The adoption of a<br />
form-based code (image below) provides a visual language to<br />
guide new development that, when built, reflects the Duluth<br />
Charrette Pr<strong>in</strong>ciples.<br />
Implementation Capacity and Commitment<br />
The recommendation to create a Charrette Stewardship Group<br />
charged with keep<strong>in</strong>g the charrette vision alive, mak<strong>in</strong>g sure that<br />
the plan recommendations were implemented, and ensur<strong>in</strong>g that<br />
citizens rema<strong>in</strong>ed <strong>in</strong>volved, proved to be a particularly important<br />
step that would become a “best practice” <strong>in</strong> future charrettes. The<br />
impetus for the creation of the group was the shared recognition<br />
that more could be accomplished by work<strong>in</strong>g together as one community.<br />
The Mid-Course <strong>Progress</strong> Review<br />
With six years of accomplishments <strong>in</strong> place and a lot of on-theground<br />
learn<strong>in</strong>g, city leaders, downtown bus<strong>in</strong>esses, and community<br />
organizations decided the time was right for a mid-course<br />
