• The temporary formation of a group of leaders to identify the<br />
top three to five <strong>in</strong>itiatives they consider critically important<br />
and exam<strong>in</strong>e how to best organize the various stakeholders for<br />
quick and effective implementation. That coord<strong>in</strong>at<strong>in</strong>g group<br />
may be established under the auspices of the city, GDC, or<br />
another nonprofit. If it exists separately, care must be taken<br />
to provide adequate resources to help it accomplish important<br />
coord<strong>in</strong>ation and track<strong>in</strong>g roles.<br />
• The strengthen<strong>in</strong>g of coord<strong>in</strong>ated plann<strong>in</strong>g efforts between the<br />
city, nonprofit groups (the A. H. Zeppa Family Foundation,<br />
Duluth LISC, DSACF, GDC, and <strong>in</strong>stitutional campus planners,<br />
for example), transportation agencies such as the Duluth<br />
Transit Authority and M<strong>in</strong>nesota Department of Transportation,<br />
and economic development and cultural organizations.<br />
• The creation of a new matrix that shows the metrics, fund<strong>in</strong>g<br />
sources, assignments, and timel<strong>in</strong>es for each implementation<br />
action item. That is particularly important for actions related<br />
to market-rate hous<strong>in</strong>g, <strong>in</strong>stitutional partnerships, and real and<br />
perceived safety.<br />
Stimulate Excitement and Innovative Th<strong>in</strong>k<strong>in</strong>g<br />
Regular market studies are key to attract<strong>in</strong>g new <strong>in</strong>vestments.<br />
The Lex<strong>in</strong>gton, Kentucky, Downtown Development Authority<br />
recently completed a downtown market <strong>in</strong>ventory. It also offers<br />
a web-based wayf<strong>in</strong>d<strong>in</strong>g display and 3-D <strong>in</strong>teractive downtown<br />
map and features successful mixed-use and residential<br />
developments.<br />
Use an ongo<strong>in</strong>g speaker series as part of the process to explore new th<strong>in</strong>k<strong>in</strong>g, ga<strong>in</strong> <strong>in</strong>sights <strong>in</strong>to success stories<br />
beyond the region, and generate excitement and support. Use as many private developers and <strong>in</strong>vestors as<br />
possible, <strong>in</strong>clud<strong>in</strong>g foundation representatives and other private civic <strong>in</strong>vestors, as a way to establish credibility<br />
with skeptics. Don’t just have speakers speak. While they are <strong>in</strong> town, pair them up with <strong>in</strong>dividuals or local<br />
groups who would benefit from their <strong>in</strong>-depth knowledge and one-on-one time (that could lead to implementation<br />
of someth<strong>in</strong>g related to the speaker’s topic). Provid<strong>in</strong>g media time with a speaker also helps seed new<br />
ideas and <strong>in</strong>novative approaches. (See Appendix E for a sample list of speakers to consider.)<br />
Tell the Story<br />
Whether attract<strong>in</strong>g private <strong>in</strong>vestments, go<strong>in</strong>g after grants, or reta<strong>in</strong><strong>in</strong>g public and political support, tell<strong>in</strong>g (and<br />
retell<strong>in</strong>g) the story is essential. That means regularly track<strong>in</strong>g, quantify<strong>in</strong>g, and report<strong>in</strong>g on progress and communicat<strong>in</strong>g<br />
that progress as part of a cohesive and cont<strong>in</strong>u<strong>in</strong>g narrative about the Duluth Creative Corridor.<br />
The vision, and the strategies and plans associated with it, become extremely valuable tools that can be used to<br />
visually communicate the story and market the corridor. While various groups clearly track aspects of the story<br />
and organizational efforts, there needs to be a more coord<strong>in</strong>ated and strategic compilation of <strong>in</strong>formation to<br />
help communicate progress <strong>in</strong> clear terms that are relevant to developers, <strong>in</strong>vestors, and new bus<strong>in</strong>esses and<br />
residents.<br />
