• Conduct regularly updated and “bankable” hous<strong>in</strong>g market analyses that can be shared with potential developers,<br />
lenders, civic leaders, and <strong>in</strong>vestors. Studies more than three years old are usually no longer relevant<br />
or reliable.<br />
• Conduct <strong>in</strong>-depth, post-construction, one-on-one <strong>in</strong>terviews with experienced developers, builders, and<br />
architects <strong>in</strong> order to identify specific hurdles and cost-<strong>in</strong>duc<strong>in</strong>g regulations that do not serve a clear public<br />
purpose and reduce or elim<strong>in</strong>ate them.<br />
• Have seasoned plann<strong>in</strong>g, build<strong>in</strong>g, and zon<strong>in</strong>g staff conduct periodic <strong>in</strong>formation sessions for developers,<br />
builders, and architects to educate them about the public review and permitt<strong>in</strong>g process and provide materials<br />
and schedules to help them avoid problems.<br />

Institutional Partnerships<br />
Build<strong>in</strong>g and strengthen<strong>in</strong>g partnerships with the corridor’s medical and higher education <strong>in</strong>stitutions has great<br />
potential.<br />
Put <strong>in</strong> Place Partnership Strategies Common to Medical and Educational Institutions<br />
• Develop jo<strong>in</strong>t efforts to provide affordable liv<strong>in</strong>g options for entry-level professional employees of those<br />
<strong>in</strong>stitutions. As mentioned earlier, that should <strong>in</strong>clude document<strong>in</strong>g the ability to walk or take transit to<br />
work as a major cost sav<strong>in</strong>gs – a plus <strong>in</strong> help<strong>in</strong>g attract and reta<strong>in</strong> staff if appropriately structured. The cost<br />
sav<strong>in</strong>gs of liv<strong>in</strong>g close to work is well documented. A primary resource is the Neighborhood Technology<br />
Center’s H + T Affordability Index < http://hta<strong>in</strong>dex.cnt.org>. The <strong>in</strong>dex offers the true cost of hous<strong>in</strong>g<br />
based on its location by measur<strong>in</strong>g the transportation costs associated with place.<br />
• As with corridor hous<strong>in</strong>g, address real and perceived safety. That should be a shared goal to use <strong>in</strong> expand<strong>in</strong>g<br />
partnerships with <strong>in</strong>stitutions; however, it will take <strong>in</strong>novative approaches to get beyond “more police”<br />
solutions. For example, strategically located w<strong>in</strong>dows and balconies with flower boxes can significantly impact<br />
crim<strong>in</strong>al behavior and safety perceptions. In addition, carefully designed storefront light<strong>in</strong>g can make<br />
a pedestrian pathway much more appeal<strong>in</strong>g, even after a bus<strong>in</strong>ess closes, and d<strong>in</strong><strong>in</strong>g areas with views to the<br />
street – particularly through open w<strong>in</strong>dows or doors – have a major impact on safety.<br />
• Work with <strong>in</strong>stitutions to create a safe, welcom<strong>in</strong>g, pedestrian-friendly campus edge, preferably with mixeduse<br />
hous<strong>in</strong>g and campus-related retail.<br />
Pursue Initial Hospital Specific Steps<br />
• Expand the def<strong>in</strong>ition of <strong>in</strong>tegrated health care to <strong>in</strong>clude the creation of healthy neighborhoods, with a<br />
special focus near an <strong>in</strong>stitution’s facilities, as part of the “total healthcare environment” that patients, visitors,<br />
employees, and residents all share.<br />
• Encourage hospitals to pay greater attention to and <strong>in</strong>vest <strong>in</strong> their off-campus environments, someth<strong>in</strong>g<br />
that the best systems are do<strong>in</strong>g <strong>in</strong> significant ways <strong>in</strong> their own enlightened self-<strong>in</strong>terest (Cleveland Cl<strong>in</strong>ic,<br />
