from PhP161,000 to PhP66M. Budgets allotted for solid<br />

waste management include garbage collection, construction<br />

of material recovery facilities (MRFs) and the operation of<br />

Solid Waste Management Boards (SWMBs).<br />

Lemery, Nasugbu, San Juan and Tingloy reportedly<br />

formed municipal SWMBs. In 2007, 26 out of 34 cities<br />

and municipalities, and 522 out of 1,078 barangays have<br />

established MRFs (Solid Waste Management Status<br />

Report, 2007).<br />

The Provincial Government has established and sustains<br />

a water quality monitoring program for Batangas Bay and<br />

Pansipit River, which started in 1997 and 2002, respectively.<br />

Quarterly water quality monitoring of Balayan Bay was also<br />

initiated during the last quarter of 2007. The monitoring<br />

program has been augmented by the Multipartite Monitoring<br />

Teams that are set up for monitoring selected industrial<br />

operations. The Batangas Environment Laboratory<br />

(BEL), which conducts water quality monitoring in the<br />

province, was established in 1998. An expanded BEL<br />

facility with additional laboratory equipment was acquired<br />

in 2002. Provincial Ordinance No. 003 Series of 2003<br />

authorizes the Provincial Government to collect fees<br />

for services rendered by the Laboratory. The ordinance<br />

was passed as a measure for supporting the sustainable<br />

operation of the BEL. The BEL is currently undergoing<br />

accreditation by the Environmental Management Bureau<br />

of the Department of Environment and Natural Resources<br />

(EMB-DENR). The budget (2008) for water and air quality<br />

monitoring in the Province is PhP1.45M. Currently, there<br />

are three full-time chemists in the BEL working on water<br />

quality monitoring.<br />
