Knowledge and skills of local government personnel are essential for<br />

effective implementation of ICM.<br />

Capacity needs identified at the municipal level are basic<br />

training on coastal management, coastal law enforcement,<br />

solid waste management, stock assessment, advanced<br />

fishery management, data management and analysis of<br />

biophysical and socioeconomic indicators. In addition, there<br />

is a need for skills in community organizing and mobilization<br />

activities. Batangas City, Calaca and Lemery specifically<br />

identify the need for ICM training.<br />

Implications and Recommendations<br />

Most of the personnel allocated for coastal managementrelated<br />

functions have backgrounds and training<br />

needed for coastal management implementation. The<br />

enhancement of personnel skills is a continuing process.<br />

As such, the training needs identified by the various<br />

municipalities can be considered and the capacity of<br />

the Provincial Government, as well as local experts, to<br />

provide the training must be determined. A more strategic<br />

approach would be to determine who gets trained and<br />

what level of training is needed. A tracking system to<br />

determine if those trained are using their newly acquired<br />

skills, and monitoring the effectiveness of trainings<br />

conducted, are also part of a more strategic approach to<br />

capacity development.<br />
