The lack of a systematic approach to compliance monitoring<br />
inspection and enforcement of coastal regulations and<br />
policies indicates a serious need for capacity development<br />
of enforcement activities among the local government<br />
units. Opportunities for partnering the efforts of different<br />
sectoral agencies with enforcement responsibilities, may<br />
be explored as a means of implementing a more costeffective<br />
and systematic approach to the monitoring<br />
and enforcement program across the province. Selfmonitoring<br />
of municipalities on the implementation of<br />
their ordinances and their requirements for compliance<br />
with respect to local guidelines can also be beneficial,<br />
and will facilitate consolidation and validation at the<br />
provincial level.<br />
