The municipality of Mabini has developed a coastal<br />
management plan that supports the Batangas Bay Region’s<br />
SEMP and the ICM Plan for the Balayan and Adjacent<br />
Bays Region. The Plan identifies strategies addressing<br />
specific coastal issues and has been integrated into the<br />
municipality’s development plan. Calatagan and Tingloy are<br />
currently in the process of developing their plans. Most of the<br />
Implications and Recommendations<br />
The Province has developed and adopted a Strategic<br />
Environmental Management Plan (SEMP) for sustainable<br />
development and use of coastal and marine resources. Each<br />
coastal city and municipality has a CLUP, Development Plan,<br />
and Annual Investment Plan, which integrate sustainable<br />
development of coastal and marine areas in a general sense.<br />
The majority of plans do not include strategies for specific<br />
issues, targets and time frames. Development plans are<br />
the basis for managed development of an area. They are<br />
used by the area’s leadership to determine the acceptability<br />
of proposed developments and operational plans and<br />
activities, as well as to guide the allocation of resources.<br />
municipalities realize the need to develop specific coastal<br />
management plans aligned with the Batangas Province<br />
SEMP, which will be integrated to their development plans.<br />
Executive Order 533 (2006), which adopts ICM as a national<br />
strategy for sustainable development of coastal and marine<br />
areas, also calls for the development of ICM Plans by<br />
coastal municipalities.<br />
It is therefore important that coastal areas and issues are<br />
accurately captured in the documents. Hence the need to<br />
develop municipal coastal management plans aligned with<br />
the provincial strategies for sustainable development of the<br />
marine and coastal areas.<br />
In order to realize the targets identified in the Batangas<br />
Province SEMP, the commitment of all cities and<br />
municipalities to implement the action plans identified<br />
is essential. As such, all cities and municipalities<br />
should integrate SEMP objectives and targets into their<br />
development and investment plans.<br />
