015 Level of preparedness for disasters<br />

Description<br />

This indicator measures the availability of disaster<br />

preparedness and management plans, capable people,<br />

equipment, budget and preparations to anticipate, reduce,<br />

respond to, and recover from various hazards/disasters.<br />

Rationale<br />

Local communities and disaster management personnel must<br />

be prepared to respond to various hazards, if the number of<br />

deaths and property losses due to natural and man-made<br />

hazards are to be minimized. Moreover, proper preparation<br />

and mitigation measures can reduce the frequency of manmade<br />

hazards and severity of disasters.<br />

Data Requirements<br />

• Natural/man-made disaster/environmental emergency<br />

response plans<br />

• Scope of natural/man-made disaster/environmental<br />

emergency response plan (e.g., floods, earthquakes, oil<br />

spill, etc.)<br />

• Identification of mitigation strategies<br />

• Institutional mechanism for the implementation of the<br />

emergency response plan<br />

• Number of trained and non-trained personnel allocated<br />

• Early warning system in place<br />

• Availability of adequate equipment<br />

• Budget allocation for natural/man-made disasters<br />

Results<br />

The Provincial Disaster Coordinating Council (PDCC) of<br />

Batangas through the Provincial Assistance for Community<br />

Development (PACD) of the Batangas Provincial Government<br />

has developed a second edition Disaster Calamities<br />

and Preparedness Plan in the early 1990s, with the third<br />

edition currently being prepared. The provincial disaster<br />

contingency plan (PACD, 2005) covers terrorism,<br />

earthquakes, volcanic eruptions, fire, typhoons and<br />

corresponding mitigation strategies (e.g., orientation of<br />

personnel, disaster operation center — physical facility<br />
