In Calatagan, 70 percent of collection from registration of<br />

fishers and boats, as well as fines from fishery violations,<br />

are allocated for coastal resource management. Calaca<br />

is targeting for the allocation of 70 percent of the fisheries<br />

registration fees for FARMC livelihood projects by 2009.<br />

The Standard Philippine Government Procurement Process<br />

is being followed for procurement processes. The Province<br />

is authorized to engage in PPP. In 1998, a PPP proposal for<br />

the construction of an integrated solid waste management<br />

facility was developed. However, the project did not<br />

materialize as it did not gain social acceptance.<br />

Implications and Recommendations<br />

Revenue generated from the use of the environment must<br />

be maximized and allocated for environmental protection<br />

and conservation. The creation of a more conducive<br />

climate for investment by donors and the private sector is<br />

important. Good governance and transparency are keys<br />

to creating the necessary climate for investment. Though<br />

regular allocation from the government is a sustainable<br />

financial source for coastal management, it may not be<br />

sufficient to implement all coastal management activities.<br />

Environmental infrastructure projects, for example,<br />

entail large investments and may require other financing<br />

means. The participation of private sector investors and<br />

operating companies is an option to be considered in<br />

such projects.<br />
