Data on employment within sub-sectors of the economy (e.g.,<br />

in capture fisheries, aquaculture, tourism, shipping, etc.) are<br />

not available and so cannot be used to determine trends for<br />

the marine economy vis-à-vis the entire economy.<br />

The elementary and secondary school participation rate<br />

(proportion of children of school age who attend school)<br />

declined from 1996–1997 to 2003 and rose in 2007. This<br />

trend may be due to issues in the consistency of data<br />

collection methods and data sampling. The proportion (55%)<br />

of the entire population 18 years old and above who are high<br />

school graduates is higher than the national average (2003<br />

as cited in PHDR, 2005).<br />
